Final Shoreline Confip-uration. The final reclaimed feature of this action will be a rather large <br />permanent water body with intensive reclamation and revegetation proposed for the shoreline of <br />this site along with all other upland areas disturbed by gravel mining operations at this site. In <br />addition, as shown on the Camilletti Milner Pit # 2 - Reclamation Plan Map, there will be a total <br />of six finger islands which will be constructed along the shoreline of the proposed impoundment. <br />Areas of Revegetation. The areas where revegetation will be conducted are shown on the <br />Camilletti Milner Pit # 2 - Reclamation Plan Map. <br />Average Thickness of Replaced Overburden. The proposed average thickness of the replaced <br />overburden is 1.7 feet, with a range of between 0.5 and 6.5 feet and is pictorially shown on the <br />Camilletti Milner Pit # 2 - Reclamation Plan Map. <br />1. Overburden Replacement. Due to the nature of this gravel deposit, it anticipated that <br />approximately 5 percent of the materials to be excavated will be returned to the pit areas as waste <br />or as backfill materials. When overburden is replaced in the excavated pit areas, these materials <br />will be reapplied along the edges of the excavated pond area. As mentioned previously, the <br />primary emphasis will be on placing the fill along the proposed shoreline areas of the final <br />impoundment. In addition, the Applicant has agreed as a condition of approved for the Routt <br />County Special Use Permit that clean fill material will be accepted from outside contractors <br />which can be hauled to this site to ensure that the shoreline is graded in a natural looking <br />configuration. <br />2. Reclaimed Slopes. As recommended by the geotechnical investigation for this site, the final <br />slopes below the water line will a 3:1 slope to ensure long term stability of the permanent <br />impoundment. In addition, the suggestions of Ms. Elizabeth Miller, the local Wildlife Manager <br />of the Colorado Division of Wildlife, have been incorporated into the design of this proposed <br />reclamation plan. Detailed cross-sections have been prepared which show the proposed slopes <br />involved with the reclamation phase of this project. Reclamation Cross-Section A-A', <br />Reclamation Cross-Section B-B', Reclamation Cross-Section C-C' and Reclamation Cross- <br />Section D-D' whose alignments are shown on the Camilletti Milner Pit # 2 - Reclamation Plan <br />Map shows the fact that above the proposed 3:1 slope, which will be covered by water the slopes <br />along the immediate shoreline areas will be either 4:1, 6:1 or 10:1. In these slope segments, <br />approximately one half of the length of the slope will be above the water level and approximately <br />one half will be below the average water level of the pond. For example, if the proposed <br />shoreline slope segment is 20 feet wide approximately, ten feet will be above the average water <br />level and approximately ten feet will be below the average water level. Due to the fluctuating <br />groundwater levels, during average conditions, the water level will come approximately half way <br />up the reclaimed slope and during low water conditions, the water level will be near the lowest <br />portion of these reclaimed slope segments. All of the reclaimed slopes below the water level will <br />be at a 3:1 for those portions of the reclaimed slopes immediately below the proposed permanent <br />water level of the pond. <br />Inherent with the desire for successful reclamation, the Applicant is proposing that all excavation <br />operations associated with gravel extraction be coordinated with the ultimate need for <br />reclamation, For example, during the mining process the final side slopes will be excavated as <br />closely as operationally possible to the final slope configuration needed for reclamation.
