-2-
have to the proposed operation.
• The General Mine Plan states that there are three mine phases. However the mine plan map
does not show where the phases are located and what the phase size or configurations are.
Please provide a revised mine plan map that identifies the proposed mine phases and their
configurations.
• Per Rule 3.1.9, where it is necessary to remove overburden in order to mine the construction
material, topsoil shall be removed and segregated from other spoil. Please clarify what methods
will be used to segregate the topsoil from the overburden and where the overburden will be
stored until it is used for reclamation.
4. EXHIBIT E - Reclamation Plan (Rule 6.4.5): Please provide clarification for the following items:
• Specify at what point in the mining plan and to what depth(s) overburden will be
replaced in relation to ongoing extraction.
Specify the reclamation treatment of ditches, sediment control facilities, buildings and
other features specified in your mine plan but not previously addressed in the
Reclamation Plan narrative. These features must be shown on Exhibit F - Map. This
should describe the measures taken to minimize disturbance to the hydrologic balance,
prevent off-site damage, and provide for a stable configuration consistent with the
proposed future land use.
• Specify an estimate of the periods of time which will be required for the various stages
or phases of reclamation to be carried out.
5. EXHIBIT F - Reclamation Map (Rule 6.4.6): Please provide a revised map(s) that includes
clarification for the following items:
• Show the configuration of the three proposed mine phases and clearly label the permit
boundary.
• State the average thickness of replaced overburden by reclamation area or phase; and
• State the average thickness of replaced topsoil by reclamation area or phase.
• All maps must be prepared and signed and dated by a registered land surveyor,
professional engineer, or other qualified person.
6. EXHIBIT G - Water Information (Rule 6.4.7): Please provide clarification for the following items:
Please locate on the map (in Exhibit Q tributary water courses, wells, springs, stock
water ponds, reservoirs, and ditches on the affected land and on adjacent lands where
such structures may be affected by the proposed mining operations.
