Please copy us if a letter is sent to the permittee regarding reapplying for a discharge
permit.
Thanks for looking into this.
Tom
-----Original Message-----
From: Andrew Neuhart [mailto:andrew.neuhart@state.co.us]
Sent: Friday, March 21, 2008 10:29 AM
To: Kaldenbach, Tom
Cc: Gary Beers
Subject: RE: North Thompson Creek Mines (CDRMS PermitC-81-025/CDPSPermit
CO-0029599)
Tom,
A few questions for you regarding any final bond release action.
1) Would they have to reclaim the ponds and remove all piping prior to bond release, or is
all required reclamation already complete?
2) What is the time frame for such final bond release?
It seems that the mine water from Mine 3 cannot always meet the iron standards on its own.
It may meet them after dilution with water from Mine 1, and/or after mixing in the ponds and
particulate settling occurs.
If the bond is released, and the piping is removed, Mine 3 will no longer be mixing with
other mine water. It appears on the maps that we have that Mine 3 is on the opposite side of
the river/creek from Mine 1.
Is that correct?
Also, even if piping is to remain in place, there is no guarantee that the water will
continue to mix, as maintenance will be discontinued.
After internal discussions, I think we agree that the permit should not have been terminated
as the mine water from mine 3 does not always meet the standards with out treatment. We
would like to see if DRMS would hold of on any final bond release, so that some of these
issues could be "ironed" out so to speak. This may include the WQCD sending a letter to the
permittee stating that they need to reapply for a discharge permit.
Again, thank you for contacting us on this prior to the final action.
Andrew
Andrew Neuhart
Industrial Permits Unit
Water Quality Control Division
4300 Cherry Creek Drive South
Denver, CO 80246-1530
phone:303-692-3655
fax: 303-782-0390
2
