Jacob Bauer, Martin and Wood
July 2, 2009
Page 3
3. The maximum amount of ground water exposed shall not exceed 9.76 acres, in
accordance with Permit No. 62251-F. Documentation of pond size may be required by
the Division Engineer in the form of an aerial photo evaluation or survey by a
Professional Land Surveyor during the plan year or years covered by subsequent
renewals of this plan.
4. The maximum annual evaporative loss associated with this mining operation shall not
exceed 25.23 acre-feet, as listed on the attached Table 1.
5. The maximum operational loss associated with this mining operation shall not exceed
1.30 acre-feet, as listed in on the attached Table 1. The total product mined at the St.
Barbara Sand and Gravel Mine shall not exceed 25,000 tons per year resulting in an
annual amount of 0.74 acre-feet of water lost in the mined aggregate. The annual
amount of water used for dust suppression shall not exceed 0.56 acre-feet.
6. Total consumption at the St. Barbara Sand and Gravel Mine shall not exceed the
aforementioned amounts, totaling 26.53 acre-feet per year, unless an amendment is
made to this plan.
7. Dewatering at this site will produce delayed depletions to the stream system. As long as
the pit is continuously dewatered, the water returned to the stream system should be
adequate to offset the depletions. However, once dewatering at the site ceases, the
delayed depletions must be addressed. At least three years prior to completion of
mining, a plan must be submitted that specifies how the post pumping dewatering
depletions (including refilling of the pit with ground water) will be replaced in time, place
and amount. The Applicant is hereby notified that if dewatering of the mined cell
occurs only during the summer months with the pit allowed to fill during the winter
months, then depletions to the stream as a result of refilling of the pit must be
addressed in any subsequent SWSP renewal for this pit.
8. Approval of this plan is for the purposes as stated herein. Any additional uses of this
water must first be approved by this office. Any future historic consumptive use credits
sought for this site (e.g., agricultural water transfer) must consider all previous credits
applied.
9. All pumping for dust suppression shall be measured in accordance with the Amended
Measurement Rules. A totalizing flow meter (TFM) or equivalent measuring device must
be installed and approved by the Division Engineer.
10. The replacement water that is the subject of this plan cannot be sold or leased to any
other entity. As a condition of subsequent renewals of this water supply plan, the
replacement water must be appurtenant to this site until a plan for augmentation is
obtained. A copy of this approval letter should be recorded with the County Clerk and
Recorder. All replacement water must be concurrent with depletions in quantity, timing,
and locations.
11. Accounting, of water in this plan, including pumping, stream depletions, and replacement
