/I/. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action. <br /> This was a complete inspection conducted by Tom Kaldenbach of the Colorado Division of Reclamation, <br /> Mining and Safety. Tom Bird represented the operator. With the operator's consent,this report was issued <br /> from the Denver office of DRMS. <br /> Mining was active at the King II Mine in the set of six entries immediately west of the entries leading <br /> from the portals. The four portals of the King I Mine have been sealed with a shot-crete type of <br /> material a short distance into each portal from the surface opening. The ground was dry at King I and <br /> II. Selected photos taken during the inspection are provided at the end of this report. <br /> DRMS received a citizen report in May 2009 of suspected hauling of coal combustion waste to the <br /> King Mines from a distant power plant. No material or activities were found during this complete <br /> inspection that indicated coal combustion waste is on the site. <br /> Availability of Records <br /> The results of the records check are shown on the attached list. All required records were available. <br /> Signs and Markers <br /> King I - Mine i.d. signs and affected area markers were properly displayed. <br /> King II—A mine i.d. sign was on display at the mine's entrance on County Road 120. The perimeter <br /> of the affected area was marked with"permit boundary" signs and survey stakes. Work recently was <br /> completed on the main topsoil stockpile in Cochrane Canyon. Access to the stockpile is blocked by a <br /> berm,but topsoil markers are needed on the stockpile. <br /> Roads <br /> King I -The mine entrance haul road was well maintained. <br /> King II-The haul/access road was well maintained. <br /> Hydrologic Balance <br /> King I Ponds - The east and west ponds contained small pools of water, several feet below the <br /> principal spillway discharge elevations. The outlet end of the secondary spillway(8"pipe) of the west <br /> pond remained exposed (soil had been removed from it during the October 2008 inspection). Sediment <br /> level markers (marked staffs)were in place, having been installed since the October 2008 inspection. <br /> Embankments, inslopes, and spillways appeared in good condition. <br /> King II Pond—The pond was dry. The pond embankment, inslopes, and spillway structure appeared <br /> in good condition. <br />
