III. COMMENTS -COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made <br /> during the inspection. Comments also describe any enforcement actions taken during the inspection <br /> and the facts or evidence supporting the enforcement action. <br /> • The Highway Coal Stockpile (HCS) area is well-vegetated, but the types are not necessarily <br /> desirable. Yellow clover, alfalfa and slender wheat grass appear on the western half (Figure <br /> 7), along with mustards, field bindweed, blue flax, and a jointed grass. There:were numerous <br /> Scotch thistles growing at the far western end. <br /> • The middle portion of the HCS area is covered with Russian thistle skeletons and numerous <br /> burrows. The soil contains a high percentage or rocks, and does not appear to be of topsoil <br /> quality. <br /> • The eastern end of the HCS area contains more alfalfa, and looks better (Figure 8). There is a <br /> stand of Whitetop near the sediment pond. <br /> • At the Loadout area, there is Scotch thistle scattered throughout.
