Colowyo C-1981-019 <br /> 27 May 2009 <br /> Pg 2/7 4� <br /> Availability of Records: - All of the necessary records were available in the records <br /> room in the office building. Please see the Availability of Records form at the end of <br /> this report for more detailed information. <br /> Roads: - The mine access road and haul road to the Gossard Loadout is a paved <br /> road. The road was dry and was well maintained and in good condition at the time <br /> of the inspection. <br /> - The light-use road in Taylor Draw to the West Pit Pond, East Taylor Pond and West <br /> Taylor Pond was mostly dry at the time of the inspection (with the exception of a few <br /> of the low spots). The road was stable and well maintained. The road was bladed <br /> this spring and it in very good shape at this time. The road spur to the West Taylor <br /> Pond was open as well. The road was mostly dry as well (with a few wet/muddy <br /> spots in low-lying areas). The road was well maintained and stable and no erosional <br /> problems were noted. <br /> - The light-use road from the East Taylor Pond, along the ridge line, to the South Taylor <br /> Pit was dry and stable. This road is generally used for Tri-State for access to their <br /> power lines. We used the road because the haul road from the office/shop area to <br /> the loadout was closed to tram heavy equipment. <br /> - The haul roads in the East and West pit areas were all well maintained and stable at <br /> the time of the inspection. The roads were all dry at the time of the inspection. No <br /> erosional problems were noted on these roads. There was no problem with fugitive <br /> dust due to the rains of the past few days. <br /> - The haul roads in the South Taylor Pit area were all dry at the time of the inspection. <br /> The roads were well maintained and appeared to be stable. No erosional problems <br /> were noted on the South Taylor haul roads. <br /> - The short road spur for access to the Prospect Pond was stable and in good <br /> condition at the time of the inspection. This road was upgraded and surfaced with <br /> gravel to assist in the cleaning of the Prospect Pond. <br /> - The sturgeon Road (to access the Section 28 Pond) was stable and in good <br /> condition at the time of the inspection. The gravel road surfacing remains in place <br /> and the Missouri crossings are stable. The crossings were filled with larger rock to both <br /> keep the road level and allow the water to be filtered of sediment as it passes <br /> through. No erosional problems were noted on the road. <br /> Hydrologic Balance: - The Wash Bay Pond (not a NPDES discharge point) contained <br /> water approximately three feet below the top of the embankment and was not <br /> discharging. This is a total containment pond and discharge into the Work Area <br /> Pond triggers BTEX testing (in addition to regular NPDES testing). The pond <br /> embankment was well vegetated and stable at the time of the inspection. No <br /> erosional problems were noted on the pond embankment at the time of the <br /> inspection. <br />
