Mr. Moorhead stated <br />the site was inspected a few weeks ago by MSHA and the benches were not noted as a problem. Topsoil and <br />overburden stockpiles were observed along the south and east sides of the pit. The stockpiles appeared <br />stable and no erosion was noted. The stockpiles were vegetated with noxious and annual weeds. The <br />operator will be required to control the weed issue and establish native grass cover on the stockpiles. A <br />temporary stockpile area was observed northeast of the pit. The Division reminded the operator that all <br />stockpiles in place for more than 180 days need to be seeded with a temporary cover of native grasses to <br />prevent erosion. <br />Noxious weeds including Diffuse Knapweed, were observed during the inspection within the permit area. The <br />operator stated they would document treatment of noxious weeds with before and after photographs and <br />submit proof of treatment to the Division. To avoid a possible violation, the operator must by July 1, 2009 <br />submit documentation of treatment for Diffuse Knapweed and other noxious weeds at the site. Please see <br />the attached email from Jody Nelson with the Department of Energy and the corrective actions section of this <br />report for the corrective actions and date. <br />Boundary markers and the haul road from the entrance to the concrete plant were GPS surveyed with a <br />Trimble Geo XT by the Division. A map indicating the result of the GPS survey is attached. The west boundary <br />markers could not be located during the inspection. To avoid a possible violation, the operator must within <br />30 days install the west boundary markers and provide photographic evidence of installation to the <br />Division. Additionally, the Division requests the remaining boundary marker locations be verified by certified <br />surveyor. <br />The Division currently holds a financial warranty of $550,931, which is adequate to complete the reclamation <br />of the site based on the observations from this inspection. <br />A copy of Rule 1.9 - Technical Revision to a Permit is attached for reference. <br />I & E Contact Address <br /> ?
