III. COMMENTS - COMPLIANCE
Below are comments on the inspection. The comments include discussion of observations made
during the inspection. Comments also describe any enforcement actions taken during the inspection
and the facts or evidence supporting the enforcement action.
Signs and Markers
The DMG revoked permit I.D. sign is still present on the old gate at the site entrance. The condition is
unchanged from previous inspections; damaged by bullet holes but Division phone number remains
legible.
Hydrologic Balance and Backfill & Grading
The sediment pond spillway structures were modified by the remedial reclamation project as
described above.
Erosional features along various reclaimed drainages and the lower access road were repaired as
described above. The cause of apparent piping erosion on the #1 Portal backfill slope was identified
and repaired. No problems were noted, with the exception of minor rill erosion in a couple of the
repaired channel sections. These areas will be re-checked prior to the fall project and repaired if
warranted, as funding allows.
Revegetation
Areas disturbed in association with the recent stabilization project were roughened and seeded with
the following seed mix:
Species Varie PLS Pounds per Acre
Rubber rabbitbrush(Chrysothamnus nauseousus) 0.2
Fourwing saltbush(Atriplex canescens) Rincon 4.0
Shadscale saltbush(Atriplex confertifolia) 4.0
Western wheatgrass(Agropyron smithii) Arriba 6.0
Indian ricegrass(Orympsis hymenoides) Paloma 3_0
Total 17.2
One small area(+/-) 'h acre on the#2 portal backfill will be roughened and seeded in
October/November 2009.
There has been some recent germination of seeded grasses and shrubs in most seeded areas, along
with germination and growth of volunteer wheat from the mulch. Apparent success of the seeding will
be evaluated later in the growing season, and a determination will be made regarding the need for any
supplemental follow-up seeding.
A few tamarisk seedlings were noted in the sediment pond locations where mature plants were
previously uprooted and hauled off. The seedlings were pulled out.
Fish and Wildlife
The wintering mule deer and elk herds have vacated the mine vicinity for summer grounds at higher
elevations, and there was no recent spoor. Gnats were abundant, persistent, and annoying.
4
