• <br />1.0 INTRODUCTION <br />Denison Mines (USA) Corp. (Denison) has reopened five underground uranium mines that make up the <br />Van 4 Mine. The Van 4 Mine is located in southwestern Colorado, on the south side of Big Gypsum <br />Valley in San Miguel County, Colorado. The Van 4 Mine is located on top of Monogram Mesa in <br />Montrose County, Colorado. Denison submitted an application to the Colorado Department of Public <br />Health and Environment (CDPHE) Air Pollution Control Division (APCD) for a Construction Permit <br />(Permit number 09M00325F) for which a 30 day public comment period ended on June 1, 2009. Denison <br />anticipates that the permit will be issued in July of 2009; however, it is likely that the mine will remain <br />inactive until 2010 or 2011. <br />Based on the permitted uranium ore production rate of 20,000 tons per year, this source is subject to <br />Subpart B of the National Emission Standards for Hazardous Air Pollutants (NESHAP) for underground <br />uranium mines (Underground Uranium Mine NESHAP). This regulation is codified in the Code of <br />Federal Regulations (CFR) 40 CFR 61, Subpart B. <br />This document presents the Underground Uranium Mine NESHAP compliance plan requirements for the <br />• Van 4 Mine. Denison will ensure the compliance plan meets or exceeds all applicable requirements of 40 <br />CFR 61, Subpart B. Section 2.0 of this document describes the mining project. Section 3.0 provides a <br />summary of the Underground Uranium Mine NESHAP. The proposed compliance plan and <br />recordkeeping requirements are discussed in Section 4.0.
