section 3.5, Backfilling and Grading, pages 3-39, 3-39a and 3-39b have been modified to <br />include a discussion of post mining topography as it relates to K Pit and the Horse Gulch <br />Fill. Permit Section 3.5.3, Post Mining Contours, pages 3-40, 3-40a and 3-40b, includes a <br />description of the Horse Gulch Fill and The K Pit Buttress Fill. This text has been <br />updated and moved from Appendix T to Section 3.5.3. <br />Division's Response: On the revised page 3-39a, in paragraph 4 of the March 31, <br />2009 Trapper response it is stated that "the proposed topography closely resembles <br />the general surface configuration of the land prior to mining, and blends in and <br />complements the drainage pattern of the surrounding terrain. The variance of post <br />mining elevations and pre-mining elevations are consistent with Trapper's prior <br />and successful reclamation efforts". Please provide brief descriptions in the text that <br />describe the locations in which the variance in elevations has been practiced and has <br />been successful at Trapper Mine. <br />Trapper's Response: Brief descriptions of the locations in which the proposed <br />variance in elevations has been practiced and has been successful have been added <br />to page 3-39a. <br />2. Division's Comment: In reference to the Office of Surface Mining's <br />Applicant/Violator System (AVS), please address the following comments as <br />necessary: Details related to ownership and control issues at Trapper, and officer <br />and director information for Salt River Project Agricultural Improvement and <br />Power District, Platte River Power Authority, Tri-State Generation and <br />Transmission Assoc., Inc. and PacifiCorp. <br />Trapper's Response: The attached permit pages 1-5 through 1-7c have been <br />updated to reflect recent changes in Trapper's Board of Directors as well as the <br />most recent information regarding officers and directors for each of Trapper's four <br />owners (Salt River Project Agricultural Improvement and Power District, Tri-State <br />Generation and Transmission Assoc. Inc, PacifiCorp and Platte River Power <br />authority). <br />3. Division's Comment: PR-6 application page 3-38a discusses the timing of Kimber <br />Pit. The text notes that the truck/excavator pit will be divided into three main blocks <br />(A, B and C) with mining beginning in Block B, Pit 1. According to the information <br />presented on Map M10A, Sheet 3, the timing identifies mining beginning in what <br />would be the A block of the Kimber Pit. Please revise either the map or the text to <br />identify the timing in which the Kimber truck/excavator block will be mined in <br />accordance with Rule 2.05.2(2)(a). <br />Trapper's Response: Trapper has. reviewed the text page 3-38a as well as Map <br />M10A, sheet 3 and found them to be consistent. Since Kimber Pit, block A is not <br />developed during the 2008-2012 permit term, it does not appear on the map. This <br />may give the mistaken impression that development of K pit starts in the northern <br />most block Development starts just east of Z dip pit in Block B as shown on the <br />map and as reflected in the text.
