the first pit. The dragline was moved in late October through early November of 1996 and actual mining operations commenced shortly thereafter. An application for a second permit renewal was submitted by SCC on January 13, 2005. The Division on August 3, 2005 wrote a Proposed Decision and Findings of Compliance for Permit Renewal No. 2. The five-year permit term was renewed effective August 5, 2005 and will expire on August 5, 2010. Mining operations have been completed at the Yoast Mine. The North and South Area pits have all been entirely backfilled and graded, topsoil has been redistributed and seeding and planting has been completed for the majority of the mine site. Some reclamation work remains to be completed at the following locations, Haul Road A, portions of Haul Road B, all sediment ponds, the former slide damaged area above Pond 012, the dragline deadhead route on the Maneotis property, and two remaining topsoil pile locations. Some additional drainage channel reconstruction may be required above Pond 012 or alternately a new Pond 012A may be constructed. Since the permit renewal decision date of August 2, 2005 there have been no Notices of Violation issued. SECTION II - REVISIONS TO THE PERMIT The following is a summary of the revisions to the permit since the Permit Renewal No. 2 (RN02) decision date of August 2, 2005. Since the last permit renewal there has been an overall reduction in bond amount required from $5,128,121.00 to $5,095,689.00 as a result of revisions to the permit and SLO1 bond release. During Permit Revision No. 2 (PR02), the reclamation cost estimate was reevaluated with regard to comments received from the operator concerning the bond liability estimate previously prepared for RN02, and to include changes to the mine plan and reclamation plan resulting from PR02. The new calculated liability for PR02 was a bond reduction from the previous estimate in place for RN02. The bond reduction was based solely on changes to the reclamation plan and not a bond release for reclamation completed. The Division currently holds a surety bond in the amount of $5,200,000.00. A list of revisions since RN02 including the corresponding bond adjustments is provided in the following table.
