• <br />• <br />• <br />OTHER PERMITS AND LICENSES REQUIRED EXHIBIT M <br />The following permits are needed for the site: <br />1. APEN - A fugitive air emissions permit is needed from the Colorado Department of Public <br />Health and Environment since the site will mine more than 70,000 tons per year. Air <br />emissions permits will be in place for all portable equipment utilized on site which requires a <br />permit. <br />2. A Spill Prevention Control and Countermeasure (SPCC) Plan is needed for the LaSalle Pit <br />mining operation. A SPCC plan will be prepared once more detailed information is known <br />about the site. No spilled material will be allowed to leave the site and all tanks will have <br />secondary containment. In addition, the portable crusher and asphalt plants that will be on <br />site from time to time each have their own separate SPCC Plans. <br />3. County Special Use Permit - A permit is needed from Montrose County, and will be in place <br />prior to the beginning of operations. <br />LaSalle Pit, April 09 <br />M-1
