Hydrogeological Evaluation of Sunday Mines Group <br />Introduction <br />location of underground workings and the location where water is present within the <br />workings is shown on Figure 1-2. <br />1.3 Regulatory Background <br />As defined in the CRS §§ 34-32-110 and 112, the Sunday Mines Group includes three <br />112 permits and two 110(2) permits. The Sunday Mine, West Sunday and Topaz <br />Mines are currently permitted as 112 permits (regular operations) with permit <br />numbers of M-1977-285, M-1981-021 and M-1980-055 respectively. The Carnation and <br />St. Jude mines are currently permitted as 110(2) permits with permit numbers of M- <br />1977-416 and M-1978-039. <br />This work was initiated in response to notice by the DRMS that they were re- <br />classifying mines within the Sunday Mines Group as Designated Mining Operations <br />(DMOs), as provided for by the Mineral Rules and Regulations of the Colorado Mined <br />Land Reclamation Board for Hard Rock, Metal and Designated Mining Operations <br />(HRMMR) (DRMS 2008a). This investigation is consistent with the Phase 1 data <br />collection activities described in Denison s memorandum to DRMS (Denison 2008) <br />and DRMS' May 9, 2008 response letter (DRMS 2008b) to Denison approving (with <br />comment) the proposed program for environmental analysis. <br />During development of the work plan, the Colorado Mined Land Reclamation Act <br />• (Colorado Revised Statutes (CRS) Title 34, Article 32 [CRS §34-32]) was amended via <br />Colorado House Bill (HB) 1161 as signed into law by the Governor on May 20, 2008. <br />The revised statute changed the definition of a DMO to include all uranium mine <br />operations including conventional underground uranium mines such as the Sunday <br />Group Mines. Revised regulations have not yet been adopted by the Colorado Mined <br />Land Reclamation Board to address CRS §34-32-103. This investigation is consistent <br />with this change in the DMO definition and associated information provided by <br />DRMS to Denison in a June 6, 2008 letter (DRMS 2008c). <br />In DRMS letters dated February 9, 2009 to Denison (DRMS 2009a; 2009b; 2009c; 2009d; <br />2009e), the Division clarified that the current Sunday Mines Group permits need to be <br />amended by June 8, 2009. As part of the 110d permit amendment (Exhibit T of the <br />amendment), Denison will develop an Environmental Protection Plan (EPP). The <br />information provided in this report will be utilized in the development of the permit <br />amendment and EPP. Exhibit 1-1 of this report provides a description of the 110d <br />permit and EPP content requirements that relate to groundwater and identifies the <br />location of this information within this report. <br />1.4 Organization of Report <br />This report is intended to provide general information regarding the hydrogeological <br />framework of the Sunday Mines Group area, as well as specific information regarding <br />groundwater that is necessary for inclusion in an EPP for the Site.
