3.3 Topaz Mine • <br /> <br />Description: The Topaz Mine is a uranium mine excavation facility with a mine entrance portal <br />and a main shop. The facility stores and uses petroleum in the form of diesel fuel, engine <br />lubricating oil, hydraulic oil, and rock drill oil. The products are stored in ASTs, and are used at <br />the mine site as needed. The Site Location Map and a mine-specific Site Map are included in <br />Appendix A. The Site Map (Figure 2C) shows the location of oil containers, buildings, <br />unloading/loading areas, and critical spill control structures. <br />Operation: The facility operates as a repair shop, and active mining excavation operations are <br />occurring at this time. The site is manned during regular work hours from 7:00 AM to 5:00 PM <br />Monday through Thursday. Occasionally, the site is manned on Fridays also. Personnel at the <br />facility include maintenance personnel and mining personnel. <br />Bulk Storage: Topaz Mine has one 1000 gallon aboveground diesel fuel bulk storage tank. The <br />tank is located in a plastic lined earthen berm that is sized to provide containment for the entire <br />capacity of the largest single container and sufficient freeboard to contain precipitation. <br />Secondary containment dimensions and volume calculations are presented in Appendix C. The <br />three 55 gallon drums on a rack are located inside the main shop. The five 55 gallon drums are <br />located in a steel storage container outside of the shop. Secondary containment units placed <br />under drums are sized to provide containment for the entire capacity of the largest single <br />container with sufficient freeboard. The oil containing storage and equipment are summarized in <br />Table 3-3 below. All containers with capacity of 55 gallons or more are included. i <br />Overfill prevention for the 1000 gallon diesel fuel tank is provided by an automatic shutoff <br />sensor in the nozzle of the delivery truck hose. <br />The non-SPCC regulated storage at this facility consists of one buried water tank located <br />approximately 30 feet southeast of the portal. <br />Equipment: This facility has no SPCC-regulated equipment. The non-SPCC regulated <br />equipment at this facility consists of one electric air compressor. <br />Loading Operations: The Topaz Mine receives diesel fuel via tank truck deliveries. All <br />suppliers must meet the minimum requirements and regulations for tank truck loading/unloading <br />established by the U.S. Department of Transportation. Denison ensures that the vendor <br />understands the site layout, knows the protocol for entering the facility and unloading product, <br />and has the necessary equipment to respond to a discharge from the vehicle or fuel delivery hose. <br />The facility manager or his/her designee supervises oil deliveries for all new suppliers, and <br />periodically observes deliveries for existing, approved suppliers. All loading and unloading of <br />tank vehicles takes place only in the designated loading rack/unloading area. Vehicle filling <br />operations are performed by facility personnel trained in proper discharge prevention procedures. <br />The truck driver or facility personnel remain with the vehicle at all times while fuel is being <br />transferred. The fuel delivery truck is equipped with an automatic shutoff nozzle sensor.
