Sunday Mines Air Permit - CDPHE - 07SM1141F <br />Regulatory Agency: Colorado Department of Health and Environment, Air Pollution Control Division <br />Date: June 20, 2008 <br />Permitted Source: Surface facilities, supporting underground mining of uranium and vanadium <br />1) Commence constructions/modification or operation within 18 months after issuance of permit <br />(December 2009), or commence construction pursuant to permit application. <br />2) Within 180 days of commencement of operations, self certify compliance with conditions. See <br />webpage for specific information: http://www.cdphe.state.co.us/ap/downloadforms.htm] <br />3) Visible emissions shall not exceed 20% opacity during normal operation of the source. <br />4) During startup, process modification or adjustment of control equipment visible emissions shall not <br />exceed 30% opacity for longer than six minutes in any sixty consecutive minutes. <br />5) Opacity shall be measured by EPA method 9 (Regulation No. 1, Section II.A.1 & 4.) <br />"Section II.A.1- Smoke and Opacity. <br />The previous opacity regulations have made g@Lexceedence of 20% opacity a violation. To conform <br />to the method of opacity measurement used by the U.S. Environmental Protection Agency, the <br />commission has switched to the 6-minute averaging method of measuring opacity contained in EPA <br />Method 9 (40 CFR, Part 60, Appendix A (July, 1992)). The testimony presented by division <br />representatives indicated investigators in the field have in effect been averaging opacity. The <br />16 commission encourages the division to continue its practice of allowing non-agency personnel to <br />attend smoke school and receive certification." <br />"Section II.A.4 - Fire Building, Cleaning of Fire Boxes, Soot Blowing, Start-Up, Process Malfunction <br />or Adjustments of Control Equipment. <br />On the same rationale that the limited exception for pilot plants was amended (see comments on <br />II.A.3. above), the limited exceptions for these sources has also been changed from up to three <br />minutes in a 60-minute period at no more than 40% opacity to up to six minutes at 30% opacity <br />(averaged)." <br />EPA method 9 attached. <br />6) The particulate emission control measured shall be applied to the particulate emission producing <br />sources as required by Regulation No. 1, Section III.D.Lb. <br />7) This permit is for mining related activities only; any process equipment (i.e. crushers, screens, etc.) <br />which may be located at this site must have a separate permit from the Division (Regulations No. 3, <br />Part B, Section III. E). <br />8) This source shall be limited to a maximum production rate as listed below and all other activities, <br />operational rates, and numbers of equipment as stated in the Application. Monthly records of the <br />actual production rate shall be maintained by the applicant and made available to the Division for <br />inspection upon request (Regulations No. 3, Part B, Section II.AA). <br />a) Production of uranium/vanadium ore shall not exceed 600 tons per day or 214,000 tons per year. <br />0 b) During the first twelve (12) months of operation, compliance with both the daily and yearly <br />production limitations shall be required.
