• 12. Public access to the mine site would be precluded in order to eliminate public <br />safety concerns. <br />13. Composite samples shall be acquired through quarterly waste rock grab samples <br />and analyzed once per year to ensure that the waste is still considered inert. This <br />data and a summary report shall be provided to the BLM. <br />14. If characterization studies indicate that the waste rock material is not inert, a <br />monitoring plan will be submitted to the BLM. <br />Stormwater Management <br />1. Operator would implement stormwater management plan. <br />2. Operator would conduct inspections of stormwater BMPs implemented on site at least <br /> monthly, and within 24 hours after the end of any precipitation or snowmelt event <br /> that causes surface erosion. For sites where final stabilization has not been achieved, <br /> the Operator would inspect the stormwater management system at least once every <br /> month. <br />3. The Operator would follow and review Best Management Practices (BMPs) as <br /> outlined in the stormwater management plan (SWMP). <br />• 4. The Operator would inspect the stormwater management system at active mines least <br />twice per year (spring and fall) or more frequently if specified in the plan, and <br /> document in the annual report submitted to CDPHE by February 15th of the <br /> following year. <br />5. The Operator would inspect the stormwater management system at inactive mines at <br /> least once per year, and document in the compliance report submitted to CDPHE by <br /> February 15th of the following year. <br />6. The Operator would provide spill response and reporting as specified in the Spill <br />Prevention Control and Countermeasure (SPCC) and SWMP Plan. <br />7. The Operator would conduct training its personnel and subcontractors on spill <br />response and cleanup, good housekeeping practices, and the proper use and storage of <br />materials. <br />8. The Operator would revise SWMP when there is a change in design, construction, <br />operation, or maintenance of the site, if the SWMP proves to be ineffective in <br />controlling pollutants in stormwater discharges, or when BMPs are no longer <br />necessary and are removed. <br />Spill Prevention Control and Countermeasures <br />1. The Operator would implement the Spill Prevention Control and Countermeasures <br />(SPCC) Plan it prepared for operations. <br />2.
