Ponds 2 and 3 were lined with a geo-textile mat while ponds 1, 4- and 5 were <br />incised into the ground. Ponds 1, 4 and 5 were constructed with primary and <br />emergency spillways while ponds 2 and 3 were not, as they are part of a water <br />storage system. Pond 3 had an underdrain that was gravity driven to supply <br />water to Pond 2, where it was then used in the preparation plant. Pond 2 had a <br />discharge outlet and was NPDES point 003. Ponds 4 and 5 are also NPDES <br />discharge points, as was Pond 1 until it was reclaimed. The two ponds at the <br />loadout are also NPDES discharge points with both primary and emergency <br />spillways. Ponds 1, 2, and 3 were removed during final reclamation in 2002. As <br />of Permit Renewal No. 5 (RN-05) in 2009, ponds 4 and 5 remain for sediment <br />control at the reclaimed main facility area and two ponds remain at the loadout <br />for the same purpose. Acid-forming and Toxic-forming Spoil <br />No acid or toxic-forming materials have been identified as occurring within the <br />mine or loadout areas as a result of chemical analyses of soils, coal, roof and <br />floor materials, or coal refuse. For comprehensive information on the results of <br />these tests, refer to Sections 2.04.6, 2.04.9 and Exhibit 9 of the permit <br />application. <br />E. Impoundments <br />No impoundments currently exist at the Southfield Mine site or loadout. All <br />containment structures have been re-structured and fitted with silt fences per <br />Technical Revisions No. 15 and 17, approved in 1993. <br />F. Surface and Ground Water Monitoring <br />1. The applicant will conduct monitoring of ground water in a manner <br />approved by the Division. The ground water monitoring plan is as follows: <br />Ground water samples are measured semi-annually for the parameters <br />listed on page 2.04.7-16 of the permit application. There are five ground <br />water monitoring wells - MW-10, MW-16, MW-23, MW-65 and the North <br />Dewatering well. MW-8 was undermined and no longer records data. <br />Water levels are measured in the above listed wells on a quarterly basis. <br />All the sample results are submitted to the Division in an Annual <br />Hydrology Report. <br />Page 21 of 36
