hazardous chemicals. The hazard communication regulation exempts hazardous waste (as
defined by the :EPA in 40 CFR 261), biohazards, and radiation hazards as defined by OSHA hi
the hazard communication standard. The purpose of the hazard communication program is to
ensure chemical hazards located at the site are communicated to all personnel in accordance
with 29 CFR 1910.12oo and 1926.59, and 30 CFR 47. The hazard communication program
addresses employee training, container labeling, and MSDSs as discussed below.
Information about project specific chemical hazards is communicated to employees through an
initial site orientation meeting (site-specific health and safety meeting) and during subsequent
tailgate safety meetings. At a minimum, employees will be instructed on the following:
• Chemicals and their hazards at the work area.
• How to prevent exposure to these hazardous chemicals and substances.
• Procedures to follow if exposed to the chemicals and substances.
• How to read and interpret labels and MSDSs for hazardous substances and chemicals.
• Emergency spill procedures.
• Proper storage and labeling.
• Procedure for bringing new chemicals on site.
Primary containers of hazardous chemicals and substances must be labeled as to the contents,
appropriate hazard warning, and the name and address of the manufacturer. Secondary
containers must be labeled with the chemical name and hazards, at a minimum. The SSHO is
responsible for label verification for this project, and employees are responsible for reporting,
unlabeled containers to the SSHO.
MSDSs must be obtained from the manufacturers for each hazardous substance or chemical
used on the site. If the manufacturer does not include the MSDS when the item is shipped, the
manufacturer will be contacted by telephone or facsimile to obtain the MSDS. A listing of
hazardous substances and chemicals in use at the site will be filed onsite with the MSDSs. TLe
•
MSDSs will be maintained onsite and reviewed for new or changed information. Affected
employees will be informed of any such information. Site personnel may request MSDSs for
review at any time. is
