SPCC PLAN <br />• immediate containment of the spill, and document the type and quantity of the spill. The Spill <br />Coordinator will direct personnel in the cleanup and removal of all spilled materials and <br />appropriate disposal of all contaminated soil and sorbent materials. The Spill Coordinator will <br />provide notification to all appropriate federal, state, and local agencies. A record will be made of <br />the spill and the actions taken to contain and clean tip the spilled material. A determination will <br />be made as to the cause of the spill, and procedures will be implemented to ensure that the <br />problem(s) that led to the spill is/are corrected. <br />7.1 Oil Spill Emergency Reporting <br />Reporting an oil spill to the agencies listed below by telephone is accomplished by following the <br />contact list provided in Section 8.0 of this SPCC. <br />United States Environmental Protection Atrency <br />If the release constitutes a discharge as defined in 40 CFR 112.1 (b) of the SPCC regulation, it is <br />considered an Oil Spill Emergency. That is if the release is into or upon navigable waters of the <br />United States, if the release impacts surface water quality by causing a sheen, film or <br />discoloration of the water surface, causes a sludge or emulsion to be deposited beneath the water <br />• surface or adjoining shoreline. <br />Colorado Department of Public Health an Environment (CDPHE) <br />If the spill may reach waters of the State (including surface water, ground water and dry gullies <br />leading to surface water) it must be reported immediately to CDPHE.
