SPCC PLAN <br />0 6.0 SPILL PREVENTION AND CONTROL <br />AMSO and its contractors are mindfiil that it is much easier to prevent a release of potentially <br />harmful materials than it is to clean up such a release. Therefore, AMSO will take all necessary <br />and prudent steps to ensure that all on-site personnel make it their highest priority to anticipate <br />and prevent the occurrence of situations which could lead to an unauthorized release. <br />6.1 Personnel Training <br />• <br />Providing adequate training is the first line of defense in eliminating the potential for an <br />unauthorized release. AMSO is committed to providing all on-site personnel and contractors who <br />work at the site, even if they are only delivering materials, with clear instructions as to the proper <br />methods for storage and handling of fuels and hazardous materials. AMSO will conduct SPCC <br />awareness briefing as part of daily safety meetings to provide clear instructions on the proper <br />procedures for handling fuels and hazardous materials and will ensure these instructions are <br />understood by all on-site personnel. In addition to training in procedures for preventing releases <br />of fuels or hazardous materials, all staff will be provided with instructions as to notification <br />Persomiel training will include the following topics: <br />procedures and proper use of spill response equipment. <br />• Operation and maintenance of equipment to prevent oil discharges <br />• Spill containment facilities <br />• Mechanical devices (safety controls, relief valves, flanges, and fittings) <br />o Activities (construction, drilling, sampling/hydraulic testing, handling and <br />transportation of petroleum products) <br />• Procedures and protocols to be implemented in the event of a discharge <br />a Response Management Structure <br />o Initial Response <br />a Internal reporting <br />a Oil spill emergency reporting (EPA, State, BLM) <br />Applicable oil spill prevention (State and Federal) laws, rules, and regulations <br />o Federal Regulation 40 CFR Parts 110 and 112 <br />o Clean Water Act, specifically §311 <br />• Oil Pollution Act of 1990 <br />a Colorado Administrative Code 6 CCR 1007-2 and 1007-3 <br />• Site operations <br />o Regional characteristics <br />• u Site-specific details <br />American Shale Oil, LLC 10
