SPCC PLAN <br />• 5.0 SITE DESCRIPTION AND LAYOUT <br />The project site consists of a 160-acre tract of land that is located in southern Rio Blanco County, <br />approximately 27 miles west-northwest of the town of Rio Blanco, on a ridge between Ryan <br />Gulch and Black Sulphur Creek at elevations ranging from 6,795 to 6,965 feet above mean sea <br />level (Figure 1). The site covers the E '/3 of the SW '/4 and W '/2 of the SE i/4 of Section 21, <br />Township 2 South, Range 98 West, 6a' PM. The project area occupies the relatively level crest of <br />a northwest trending divide between Black Sulphur Creek and an unnamed tributary to Ryan <br />Gulch. The surface topography slopes gently downward toward the northeast, and slopes more <br />steeply downward to the northwest and southeast, just beyond the perimeter of the project area. <br />5.1 Owner and Operator Contact 140 CFR 112,7] <br />Name and address of owner/operator and designated personnel accountable for spill prevention: <br />Mr. Roger Day <br />Vice President of Operations <br />American Shale Oil, LLC <br />PO Box 1470 <br />Rifle, CO 81650 <br />(970) 625-4324 <br />5.2 Description of Operations 140 CFR 112.7(x)] <br />Phase I operations to be conducted at the site will include (1) construction of three well pads, (2) <br />construction of access roads leading to two of the new pads, (3) improvement of an existing two- <br />track road leading to the third pad, and (4) construction of a by-pass road to provide continued <br />use of the existing two-track road. Pad and access roads will be constructed as shown in Figure 2. <br />The project will consist of drilling holes from three different drill pads. The first pad, the Test <br />Pad (TP), will require drilling one corehole (CH-1), four tomography holes (TM-1 thru TM-4) <br />and one large diameter test hole (T-1). The second pad is the Horizontal Bore Hole (HB) pad <br />from which two holes will be drilled. The third pad (MWP-2) will have three hydrologic monitor <br />wells drilled and completed. The wells will be used for hydrologic testing, groundwater <br />monitoring, and process testing. <br />No oils will be produced during Phase I. All waste materials generated during drilling and testing <br />operations will be properly contained onsite. All liquid waste materials (drilling fluids and <br />groundwater) will be contained onsite per BLM requirements in lined pits or above-ground <br />storage tanks.
