SPCC PLAN
• + Contents of the SPCC Plan
6.2 Spill Containment
The following discharge prevention measures will be implemented during site operations:
Should storage containers or tanks (with a combined aggregate aboveground storage
capacity exceeding 1,320 gallons) be required for temporary storage of liquids potentially
containing hydrocarbons, the containers or tanks will be designed and constructed for
hydrocarbon storage. The containers and tanks will be welded steel or polyethylene and
placed within bermed containment areas constructed as described below.
Bermed containment areas:
• Constructed of native soil with intrinsic characteristics and mechanical
compaction sufficiently impervious to prevent discharge
• A capacity to contain the volume of the largest tank within the area (110 percent
allowance for precipitation accumulation)
o Liquids that accumulate inside any containment areas will be visually inspected
for oil or produced water
o If no oil or produced water is detected, accumulation of rainwater will be allowed
to evaporate or pumped out if necessary
+ Drip pots/pans will be used to contain drips/releases during refueling or loading
operations
+ Operators will visually inspect area during normal work activities for presence of oil or
other petroleum products , large-rooted plants or burrowing animal holes that may impact
integrity of the containment system, or leakage/rupture of aboveground tanks, valves, and
flow lines.
Any containment areas will be inspected after abnormally heavy rainfall events. Excess
precipitation will be allowed to seep into the earth and evaporate. Levels will be
monitored and excess water removed to prevent overflow.
6.3 Spill Prevention Protocols
Designated areas of the drilling pads will be equipped with appropriate containment for storage of
small quantities of fuels, hydraulic fluid, and lubricants needed for operation and maintenance of
equipment, such as generators, pumps, and compressors. These containment areas will be
equipped with secondary containment berms, drip berms and spill pads, as appropriate. Spill kits
will be provided in easily accessible areas at each drilling pad.
All equipment will be inspected for leaks when it arrives on site. The soil beneath the drilling
rigs and other equipment will be protected by installing secondary containment berms, drive-
through berms, fiiel disconnect and drip berms, and spill pads as appropriate.
American Shale Oil, LLC 11
