For the South Taylor reclamation unit, the Division would accept a variable <br />replacement plan incorporating narrative and mapping commitments adequate to <br />ensure replacement of a significant acreage of at least three soil replacement <br />zones, as follows: <br />• a "thin soil" zone, with a 0 to 8 inch replacement range and a 4 inch <br />minimum average thickness; <br />a "medium thickness" zone, with a 14 to 20 inch replacement range and a <br />16 inch minimum average thickness, and; <br />• a "thick soil" zone, with a 30 inch to 48 inch replacement range, and a 36 <br />inch minimum average thickness. <br />Due to the length of time associated with review of TR-72, the resulting delay in <br />reclamation that has resulted, and the lack of progress that has been made toward <br />an approvable variable topsoil replacement plan, the Division will impose the <br />following stipulation on the TR-72 proposed decision. <br />STIPULATION 13 <br />WITHIN 60 DAYS OF TR-72 FINAL APPROVAL, THE PERMITTEE <br />WILL SUBMIT A COMPLETE TECHNICAL REVISION APPLICATION <br />PROVIDING A DETAILED PLAN FOR VARIABLE THICKNESS <br />TOPSOIL REPLACEMENT, TO INCLUDE NARRATIVE AND <br />MAPPING THAT DELINEATES TOPSOIL REPLACEMENT ZONES OF <br />SPECIFIED THICKNESS RANGE AND MINIMUM AVERAGE <br />THICKNESS. THE PLAN WILL CONTAIN DETAILS AND <br />COMMITMENTS ADEQUATE TO DEMONSTRATE COMPLIANCE <br />WITH RULE 4.06.4(2)(A) AND BE ADEQUATE TO ENSURE THAT <br />ECOLOGICALLY SIGNIFICANT VARIATION IN SOIL THICKNESS <br />WILL BE ACHIEVED (INCLUDING COMMITMENT TO <br />APPROPRIATE ANNUAL MONITORING AND REPORTING). <br />THE MAPPING AND NARRATIVE WILL CLARIFY THE <br />APPROXIMATE EXTENT AND GENERAL LOCATION OF <br />ENHANCEMENT PROCEDURES MENTIONED IN THE TR-72 <br />NARRATIVE, INCLUDING SOIL BERMS, EXTENSIVE SOIL <br />ROUGHENING, AND SNOW FENCE INSTALLATION. <br />RECLAMATION OPERATIONS INCLUDING TOPSOILING AND <br />REVEGETATION WILL PROCEED IN 2009, WHETHER OR NOT A <br />VARIABLE TOPSOIL REPLACEMENT PLAN IS APPROVED. UNLESS <br />AND UNTIL A VARIABLE THICKNESS TOPSOIL REPLACEMENT <br />PLAN IS APPROVED BY THE DIVISION, TOPSOIL REPLACEMENT <br />WILL ACHIEVE AN APPROXIMATE UNIFORM THICKNESS OF 8 <br />INCHES THROUGHOUT THE POST-2008 PORTIONS OF THE
