• Exhibits 12-1, Operations Plan, and 13-1, Facilities Map, show the proposed location of these
structures in the facilities area.
Waste Water. Waste water and sewage will be disposed of by septic systems. The bathhouse building
will have a septic tank and leach field located southwest of the building. All permits or written waivers
will be submitted to the Division from the appropriate regulatory agencies prior to construction of the
septic system.
Domestic Water. A water well will be drilled in the yard area northwest of the bathhouse building as
shown on Exhibits 12-1, Operations plan, and 13-1, Facilities Map, Well specifics are detailed in Tab 7,
Hydrologic Description.
Solid Wastes. Solid waste will be collected in dumpsters or other suitable containers and disposed of
at an approved dump site off the mine property.
Explosive Storage. The explosives storage area will be located at the very south end of the facilities
area. At this location, as shown on Exhibits 12-1, Operations Plan, and 13-1, Facilities Map, explosive
materials will be stored in drop trailers or in approved skid-mounted explosive magazines, The
ammonium-nitrate fuel oil mixture IANFO) explosive will be stored in two above ground bulk storage
silo bins. Explosive storage magazines will be constructed and located according to State and Federal
regulations. No permanent buildings will be constructed.
Fuel Storage. Storage tanks for diesel fuel and gasoline will be located in the facilities area near the
shop building (see Exhibits 12-t, Operations Plan, and 13-1, Facilities Mapl. The diesel and gasoline
tanks will have a storage capacity of 20,000 gallons and 5,000 gallons, respectively. Spill prevention
and containment measures will be implemented in accordance with Seneca's Spill Prevention Control
and Countermeasure ISPCCI Plan.
Power Transmission. A 69KV power transmission line and substation was permitted and constructetl
by the Yampa Valley Electric Association at the Yoast mine. The existing Tine accesses the mine area
from the east edge of the permit boundary near sedimentation pond 011 and runs to the substation
located on the west side of Haul Road B. The purpose of the substation is to step down the incoming
69KV to 4160V to suit the needs of the dragline. Relocation of the original substation and construction
of additional power line was approved in MR-21 (March 15, 2004). This relocation would contain a
4,160V substation to provide service to the 650 dragline and a 7,200V substation to provide service to
the highwall miner. Following the Division's approval, SCC was informed that the war in Iraq had
• significantly impacted the availability of materials needed to relocate fhe substation and construct the
additional power line. Therefore, the relocation effort was not implemented,
Equipment Erection Site. An equipment construction site, mainly for the erection of the
PR-02 32 Revised 03/05
