State Reg. <br />4.08.4 SURFACE BLASTING REQUIREMENTS • <br />1. All surface blasting will be conducted at any time between <br />sunrise and sunset unless an unavoidable hazardous <br />situation exists. If blasting must be conducted between <br />sunset and sunrise, procedures outlined in 4.08.4(b) will <br />be followed. <br />2. Blasting wilt be conducted at times announced in the <br />blasting schedule, except in unavoidable hazardous <br />situations as described in the blasting schedule. Those <br />situations will be previously approved by the Division. <br />3. Warning and all-clear signals of different character that <br />are audible for one-half mile from the point of the blast <br />will be given prior to and following blasting (Attachment <br />12-1). <br />Each person within the permit area and each person who • <br />resides or regularly works within one-half mile of the <br />blasting area will be notified periodically of the meaning <br />of the warning signals by written instructions or other <br />appropriate means of communication. <br />In addition, Peabody Coal Company will maintain blasting <br />signs as required by 4.02.6 (Blasting Signs, Tab 12, pages <br />17a and 19). <br />4. Peabody Coal Company foremen will regulate access to the <br />blasting area to protect the public and livestock from <br />flyrock by barricading access roads at least ten (lU) <br />minutes before each blast, and as long as necessary after <br />each blast to determine that: <br />a. no unusual circumstances such as imminent slides or • <br />undetonated charges exist; and <br />b. access to or travel throuyh the area can safely resume. <br />12-44 Revised 3/27/86 <br />
