State Reg.
4.08.4 SURFACE BLASTING REQUIREMENTS •
1. All surface blasting will be conducted at any time between
sunrise and sunset unless an unavoidable hazardous
situation exists. Warning and all-clear signals of different character that
are audible for one-half mile from the point of the blast
will be given prior to and following blasting (Attachment
12-1).
Each person within the permit area and each person who •
resides or regularly works within one-half mile of the
blasting area will be notified periodically of the meaning
of the warning signals by written instructions or other
appropriate means of communication.
In addition, Peabody Coal Company will maintain blasting
signs as required by 4.02.6 (Blasting Signs, Tab 12, pages
17a and 19).
4. Peabody Coal Company foremen will regulate access to the
blasting area to protect the public and livestock from
flyrock by barricading access roads at least ten (lU)
minutes before each blast, and as long as necessary after
each blast to determine that:
a. no unusual circumstances such as imminent slides or •
undetonated charges exist; and
b. access to or travel throuyh the area can safely resume.
12-44 Revised 3/27/86
