4.03.1(3) All vegetation material and topsoil will be removed from the

stability, and no vegetation material ar topsoil will be
placed beneath or in any haul raid emkx~ril¢rent.
4.03.1(3) Prior to oanstructing an etibanlanent on side slopes steeper
(d)(ii) than lv:5h or 20$, the roadway will be stepped with scrapers
ar dozers to ensile stability as shown in Figure 12-4. If the
construction is in a bedrock area, a keyway will be cut in the
bedrock as shown in Figin a 12-4.
4.03.1(3) Material used far amrr~nlrmc„ra will be rPa~*+~hly free of
(d)(iii) organic material, opal ar coal blossom, frozen materials, wet •
ar peat material, natural soils containiaxJ organic matter, ar
any other material considered unsuitable for use in einbanlanent
construction by the Division. Excess or unsuitable material
from excavations will be disposed of in accordance with
4.09.1.
4.03.1(3) Material for wnstruction of einbarilanents will ooioe from mined
(d)(iv) overburden areas that is of a non-toxic arri non-acid producing
natiu~e.
4.03.1(3) Material containing, by volwne, less than 25 percent of rock
