6.4.5 Exhibit E - Reclamation Plan <br />protect the inlet and outlet for flows near pipe full-flow capacity, 3) the pipe exit <br />elevation must be above the water line for the maximum decreed Plumb and <br />Dailey Ditch capacity of 30.438 cfs, 4) low maintenance with normal flow <br />velocities sufficient to allow for self-cleaning. <br />1) Construction for the pipe location will occur during non-irrigation season. <br />The construction for the pipe location is to occur as follows: <br />2) Divert any existing water flowing through the culvert under County Line <br />Road away from the construction area. <br />3) Compact the backfill area that serves as the pipe subgrade to 95% dry <br />density. <br />4) Construct inlet wingwall as shown in the inlet detail of Exhibit F, Sheet 2 <br />5) Lay pipe and backfill concurrently to finished grade. <br />6) Construct pipe outlet riprap protection as shown in Exhibit F, Sheet 2. <br />Clay Liner Construction <br />Construction of the clay liners will occur following all mining and concurrent <br />reclamation activities for each lined cell. Clay material will be moisture <br />conditioned, stripped from the pit floor and placed in lifts surrounding the <br />perimeter of the mined-out and backfilled pit areas. Clay volumes are given in <br />Table 6.4.5-2. The clay liner geometry is shown on Exhibit F-Reclamation Plan <br />Map, Sheet 2. Clay material will be compacted in 9"ft. lifts to 95% dry density and <br />at or up to 2% greater than the optimum moisture content. Earth Engineering <br />Consultants (EEC) conducted a Subsurface Exploration/Feasibility Study for <br />construction of the clay liner in May of 2008, which was included in the previous <br />technical revision submittal. <br />Costs to construct the clay liners are given in Exhibit L- Reclamation Costs. <br />Table 6.4.5-2. Surface soil will <br />be replaced to a minimum depth of 0.5 ft. A total of 110,000 yd3 will be replaced <br />over approximately 138 acres.
