SECTION I - HISTORY The Edna Mine is located in Routt County, approximately five miles northwest of the town of Oak Creek, Colorado. The permit covers 3257.30 acres of which 1199.70 acres are affected. Mining operations ceased in December 1995 and final reclamation of the site occurred in 1996. Backfilling and grading of the West Ridge pit area and the Moffat Area were completed in 1995 and 1996 and topsoil was redistributed, furrowed and seeded in 1996. As `of the 2008 Annual Reclamation report, the total acreage seeded at the Edna Mine is 1042.4 acres. The Division has previously approved the following structures for permanent retention to support a livestock/ranching operation: truck barn, bath house, and shop/maintenance building in the upper facility area; the Center Ridge Pond, the West Ridge Pond, the south collection ditch, the West Ridge collection ditch, and the Moffat Pond. The office building and associated site reclamation near the Old Tipple Access Road has been approved permanent in support of agricultural land use (hunting sub-classification). Check dams in the West Ridge area and in the Center Ridge area have been approved as permanent, along with terraces in the West Ridge area. The Division has previously approved the following roads for permanent retention: Skyline Drive, West Ridge Road, Lower Moffat Road, North Access Road, Old Tipple Road, and the Oak Creek Entrance Road. Along the Oak Creek drainage, the Goat Trail and lower facility area are considered commercial property and have previously been approved as permanent. The initial permit, Permit No. C-1980-001, was issued on November 16, 1981, and has been renewed every five years since that time. On November 16, 1986, Permit Renewal Application No. 1 (RN-01) was reviewed and became final for the second permit term. Permit Renewal Application No. 2 (RN-02) was issued on July 22, 1992. On March 8, 1996, Permit Renewal Application No. 3 (RN-03) for the forth five-year permit term was submitted; it was subsequently issued on October 16, 1997. The fifth (RN-04) and sixth (RN-05) Permit Renewal Applications were approved on November 16, 2001 and February 13, 2007. No violations have been issued since the last Permit Renewal (RN-05). Chevron Mining Inc. has applied for on bond release since the last Permit Renewal: SL-10 A phase I, II, and III bond release request was submitted on November 25, 2008 for the release of the parcel known as the Old Tipple Road Area. This application was deemed complete on January 5, 2009. Review on this application is in process with a bond release inspection pending. This Midterm Review is due on May 15, 2009.
