Financial assurance of completion of the <br />reclamation plan will be posted as required, and in accordance with the existing statewide <br />Memorandum of Understanding between the BLM and CDRMS. <br />2. Conduct cultural surveys. Shell has employed Grand River Institute of Grand Junction, <br />Colorado to perform a Class III cultural survey along the existing Horse Draw Mine <br />access road and the facility location. This survey will be completed in April when <br />ground cover permits. <br />3. Conduct environmental surveys. Shell has employed Rusty Roberts of Meeker to <br />perform botanical surveys to determine the allowed limits of activities. This survey will <br />be done between middle April and early June. <br />4. Wildlife surveys. Shell is prepared to work with the BLM staff and will provide <br />necessary information, per their request. <br />Mine Safety Planning <br />Shell has contracted Mining & Environmental Services LLC (MES) of Idaho Springs, CO to <br />provide engineering and consulting services related to mine re-entry, mine rehabilitation <br />(scaling, roof bolting, identification of off-limits areas) sufficient to perform the intended <br />research, mine safety and to provide general mine services for support of the mine access and <br />research effort. <br />A detailed project-specific Health and Safety plan will be prepared for the project, and special <br />considerations for safety will be determined, due to the gassy state (methane) of the Horse Draw <br />Mine. <br />To provide specialized. assistance in the event of a site emergency, a rescue team will be <br />available as per applicable federal regulations. Additionally, arrangements for helicopter <br />medical evacuation from the site will be made in advance, in the event of a serious injury at this <br />remote location. <br />All personnel working in or accessing the underground workings, and regular personnel <br />stationed on the surface for support, will be trained in first aid, including Automatic External <br />Defibrillator (AED) and Cardiopulmonary Resuscitation (CPR). <br />An underground refuge station will be provided to provide a safe place, with carbon monoxide <br />(CO) and carbon dioxide (CO2) scrubbing, first aid supplies, and other necessary life support <br />equipment. All personnel will carry "self-contained self rescuers" while working underground. <br />To facilitate communications, a temporary "leaky feeder" underground radio system will be <br />installed. A mine telephone system will also be installed as a backup. All communications <br />equipment will be "permissible" or "intrinsically" safe, to allow operation in methane-air <br />mixtures. <br />Each underground worker will be provided with an individual "cap light", which will be rated as <br />"permissible" for use in methane-air mixtures. <br />MES will provide a support staff of experienced mining personnel to operate the facility. <br />Research team personnel who are not experienced underground miners will be provided with <br />basic underground training, and will be escorted by experienced mining personnel.
