Horse Draw Mine Access Plan of Development <br />Rio Blanco County, Colorado <br />Introduction <br />Shell proposes to enter the Horse Draw Mine for fundamental nahcolitic oil shale geologic <br />research purposes, as follows: <br />1) To document unweathered nahcolitic oil shale faces, via photography and/or laser mapping. <br />2) To perform in-situ rock mechanics testing and to remove several large rock samples from the <br />existing mine workings for further study offsite. <br />The detailed proposal for this work follows. <br />Purpose and Need <br />The purpose of this project is to take advantage of the characteristics of an existing facility that <br />would enhance the understanding, as described in this Plan of Development. <br />Location: <br />Township 1 South, Range 97 West, 6`h P.M., Rio Blanco County, Colorado. <br />Section 29: NESW, SENW, SWl`IE, WSW <br />Section 30: NESE <br />Schedule <br />Shell is anticipating to begin the project upon approval of the ROW. The mine cap removal and <br />shaft inspection is planned for 2009 with the mine rehabilitation, geologic research activities, and <br />surface reclamation planned through 2012. If extensive shaft or mine rehabilitation is required to <br />safely re-enter the mine, it may delay completion of this project or the decision may be made to <br />not proceed past the initial reconnaissance phase of the project. If work does not proceed past <br />the reconnaissance phase, a shaft closure will be re-installed as described in more detail below <br />and surface reclamation would then be completed as necessary. <br />Permitting <br />Based on the results of the pre-application meeting with the Bureau of Land Management <br />(BLM), Shell is applying for a BLM Right of Way (ROW) for this work. In addition to this <br />federal permit, we plan on obtaining all necessary permits from the State of Colorado and Rio <br />Blanco County. <br />While the proposed area of work is going to take place in an area that has already been disturbed <br />and to this date has not undergone any formal reclamation activities, Shell will: <br />1. Consult with the Colorado Division of Reclamation, Mining, and Safety (CDRMS) to <br />obtain a prospecting "Notice of Intent" (NOT). The NOI will include a reclamation plan
