a 3foot keyway in lieu of the proposed design provided in the feasibility study. The <br />Division accepts that field conditions will impact keyway design, and that ASCI is opting <br />for the 100% bond option for the clay liner at this time. The engineered clay liner will <br />have to meet the standards, and pass the testing requirements, set by the SEO in order for <br />the bonding for the liner to be released, and/or for the site to be eligible for final release <br />by DRMS. <br />• The Division is currently reviewing the updated "Exhibit L - Reclamation Costs" that <br />have been submitted with the adequacy comments. The revised estimate seems much <br />more in line with the revised reclamation plan; however, the current bond for the site is <br />set at $1,137,716. With the additional backfilling, clay liner, and changes in <br />configurations of multiple cells required by TR03, it seems unlikely that this amount <br />would decrease by approximately $236,000. The Division may also need to prepare a <br />CIRCES estimate to confirm the adequacy of the proposed bond amount. More detailed <br />information, such as proposed phasing information and backfill amounts required to <br />achieve the configurations now required for Cells 2-6, will be required so that an accurate <br />estimate can be prepared. The Division will make this determination prior to the May 18 <br />decision date and inform ASCI what the revised bond amount shall be. <br />This concludes the Division's second adequacy review of this revision (TR03). Other <br />issues may arise as additional information is supplied. Please remember that the decision <br />date for this revision is currently May 18, 2009. As previously mentioned, if you are <br />unable to provide satisfactory responses to any inadequacies prior to this date, it will be <br />your responsibility to request an extension of time to allow for continued review of <br />this revision.
