Montoya Gravel Expansion EA <br />biologist prior to any vegetation clearing activities. If the project area does not contain <br />any nesting piiion jays, vegetation clearing activities may be authorized by the <br />Authorized Officer for the remainder of the closure period. <br />11. Any wastes, including asphalt, will be disposed of in an appropriate off-site waste <br />facility. <br />12. No fuel storage will occur within the proposed project area. <br />13. The BLM will be notified within 24 hours of any spills within the project area that occur <br />outside of containment, and will be provided with a written description of the spill <br />incident and response within seven days of the incident. <br />14. No burning of trimmed material or solid waste will be performed within the proposed <br />project area. <br />15. Any material that is brought in from other sites must be inert. Such materials will be <br />stored in a designated area on a liner. In the event that any solid or hazardous materials <br />are found, the Operator will be responsible for the costs of appropriate tests and <br />remediation of the site. <br />16. The SWMP must be updated to address the Proposed Action when the Proposed Action is <br />approved. The operator must control erosion to minimize sediment from entering <br />naturally occurring drainages. <br />17. The operator will be responsible for segregating topsoil material and backfilling of <br />topsoil in its respective original position (last out, first in) to assist in the reestablishment <br />of soil health and productivity. <br />18. All topsoil and overburden will be stock-piled on site and used for reclamation. Topsoil <br />is identified as the top six inches of the soil profile, and it will be stock-piled separately <br />from overburden. Slopes of topsoil stockpiles will be no steeper than 3:1 All growth <br />medium stockpiles will be seeded with a BLM-approved seed mix to maintain a healthy <br />soil and minimize erosion. <br />19. Stripped topsoil and woody material will be stockpiled during operations. It would be <br />placed on the recontoured surface as part of final vegetation. This will provide better <br />conditions for revegetation. <br />20. During final reclamation, all disturbed areas would be re-contoured to blend as closely as <br />possible with the natural topography, and to blend visually with adjacent natural textures <br />and colors of rocks, trees, and surface materials. Final reclamation should include <br />"roughing up" slopes and "footing-in" salvaged trees and rocks onto slopes to develop <br />natural appearing course texture and to create precipitation catchment areas to establish <br />perennial vegetative growth. <br />7
