relative cover of perennial warm-season grasses (0%) is insufficient to pass the required minimum value <br />(2.0%). <br />Qualitative analysis indicates that the South Fan East revegetation is in good condition overall. The <br />shrub population is well established, and exhibits good density throughout the unit. The growth medium <br />in this unit consists of rocky material with some topsoil. Consequently, the cheatgrass population is <br />comparably lower than in the other reclaimed units where the growth medium is predominately <br />composed of topsoil. <br />3.14 South Fan - West Area <br />Ground cover of the South Fan - West area consisted of 35.8% live vegetation, 14.9% rock, 6.4% <br />litter, and bare soil exposure of 42.9% (Table 3b). Perennial cover across the unit averaged 28.0% (up <br />from 20.0% in 2006) with annual and biennial cover averaging 7.8% (up from 7.2% in 2004). Dominant <br />taxa were shadscale, cheatgrass, and Russian wildrye with 16.3%, 7.0%, and 7.0% average cover, <br />respectively. <br />This unit fails the revegetation success criterion of 90% of the Shadscale Reference Area value when <br />both annual and perennial cover values are combined. However, it passes when only perennial cover is <br />compared (Table 1). <br />The South Fan - West area currently passes three of the four diversity standards. The present <br />relative cover of perennial forbs or sub-shrubs and perennial cool-season grasses is sufficient to pass the <br />required minimum values, and there are no planted species with greater than 70% relative cover. <br />However, the present relative cover of perennial warm-season grasses (0%) is insufficient to pass the <br />required minimum value (2.0%). <br />Qualitative analysis indicates that the South Fan - West revegetation is in good condition overall. <br />This area exhibits relatively low cheatgrass cover as compared to the other revegetated units. This is <br />affected by the quality of the growth media existent within the unit, which is mainly rocky material with <br />some incorporation of topsoil. <br />3.15 Substation B <br />Ground cover of the Substation B area consisted of 50.4% live vegetation, 12.0% rock, 12.1% litter, <br />and bare soil exposure of 25.5% (Table 3b). Perennial cover across the unit averaged 25.3% (up from <br />20.7% in 2006) with annual and biennial cover averaging 25.1% (up from 19.2% in 2006). Dominant <br />CEDAR CREEK ASSOCIATES, Inc.
