1 12 APPLICATION PAGE 12 OF 35 <br />• 6.4.5 EXHIBIT E - RECLAMATION PLAN <br />Part 2(a): <br />The reclamation proposed for the project site is to return the project site similar to its <br />original topographic condition in order that it may be developed in the future as a <br />recreation facility. <br />In general, reclamation of the site will consist of backfilling and compacting the <br />mined area with the onsite overburden material and imported fill. Imported fill <br />materials will consist of inert, non-hazardous soils, concrete, and rock. Operator will <br />follow the guidelines outlined in section 3.1.5.9 for imported fill materials. No <br />imported fill materials shall have a dimension larger than two (2) feet on any side, <br />and no rock or concrete material larger than six (6) inches in diameter will be <br />placed within the final two feet of final grade. <br />The site will be regraded in accordance with the reclamation plan, which is <br />essentially the original topographic condition. However, the mined area will be <br />converted into gravel lined ponds. The site around the ponds will be planted with a <br />diverse seed mix containing Jose Tall Wheatgrass, Alkali Sacaton, Western <br />Wheatgrass, and Galleta. <br />All internal site gravel haul roads, material stockpiles, settlement ponds and noise <br />• berms will be eliminated. The site will have a slight gradient to the west, with no <br />slopes greater than 3%. The fencing around the permit area perimeter will remain. <br />Typical Reclamation Sequence: <br />As discussed in Exhibit D, mining will be progressive across the site, with the <br />backfilling operations following behind the sand and gravel high wall area. The <br />backfill will be placed in compacted, horizontal layers, or placed on a slope that is <br />accessible for equipment to place and compact the fill. Backfilling operations will <br />not take place in an "underwater" condition because the backfilling operations will <br />be following the active sand and gravel mining high wall area, which will be <br />dewatered. <br />Once backfill material has been placed to the elevations specified in the <br />reclamation plan, the topsoil placement, mulching, seeding and fertilizing <br />operations may be delayed until the permit area has been mined for the sand and <br />gravel. <br />Prior to topsoil replacement, the reclamation area shall be deep tilled to remove <br />excessive compacted areas.
