III. COMMENTS - COMPLIANCE <br /> Below are comments on the inspection. The comments include discussion of observations made during <br /> the inspection. Comments also describe any enforcement actions taken during the inspection and the <br /> facts or evidence supporting the enforcement action <br /> indicated that they would continue to clean up this spill, scrape up affected dirt from the ditch and use a <br /> equipment (bobcat etc.) to scrape up the affected crushed asphalt material in the drill pad area and <br /> dispose of the affected material appropriately. This needs to done prior to additional precipitation <br /> events. <br /> TORT discharge was continuing into Foidel Creek. Foidel Creek is running high upstream and <br /> downstream of the mining operation. TCC discussed long term plans considered for the TORT discharge <br /> that may incorporate ponds and wetlands systems to treat the discharge. TCC will be submitting a <br /> revision to DRMS for management of this discharge. <br /> TCC reported that they are maintaining in excess of 27.5 feet of freeboard underground at the Fish Creek <br /> Vent Shaft (FCVS). FCVS was discharging to Pit 1 on 4/21. FCBH was pumping to the barricade <br /> chamber on 4/21. No discharge to Fish Creek was occurring from Site 115 (FCBH ponds). <br /> Ponds: Pond B discharging 0.19 on flume. Effluent was clear. Oil booms need replacing soon. Runoff <br /> redirecting at the Pond B access ramp is progressing. TCC has dug a sump on the north side of the ramp, <br /> improved the berm to Foidel Creek, cleaned up sediment on the bank of Foidel Creek, routed runoff to <br /> the sump on the south side of the ramp, and cleaned sediment from the southern sump. These repairs <br /> appear functional and are still under construction. <br /> TCC was cleaning the BOB sump of sediment on 4/21 and 4/22. <br /> Pond C was holding water but not discharging. The Truck Load Out area was looked at to determine <br /> where directing of runoff and wash down water could be directed to pond C instead of running down the <br /> haul road to the pond B ramp. Several low spots were discussed. A black HPDE pipe west of the <br /> loading stack needs the inlet cleared. This pipe should be routing runoff to Pond C. A portion of the <br /> slope has been dug out under this pipe. This pipe should be supported. Cleanout of culvert outlet also <br /> needed in this area. <br /> Pond T was discharging clear. TCC used a bucket &watch to determine discharge rate at pond T. No <br /> problems were noted in the pond T/Explosives storage area. <br /> Pond D was discharging 0.48 on the staff gauge at the flume. Discharge was clear. Pit 1 is discharging <br /> to Pond D. <br /> Pond E was discharging approx. 1 inch on V-notch weir. On 4/22 water was flowing from east of Wash <br /> Plant I to the ditch and to Pond E. Flow was considerably more than runoff flow. TCC &inspector <br /> could not determine source of flow, but believe it may be a waterline break. Surface Foreman was <br /> notified by Mr. Watterson. Turned off 4/22 pm. <br /> Pond F was discharging clear very low on weir. No problems were observed at Pond F. <br /> Pond G was discharging slightly cloudy approx. 0.27 inches on the V-notch weir. Million Gallon tank at <br /> the PM Bay was spilling over. Surface Foreman was notified by Mr. Watterson. Turned off 4/22 pm. <br /> 4 of 7 WHITE- File YELLOW-Operator PINK-Specialist <br />
