Not challenging the push distance and other factors and using
their fleet production of 485.23 LCY/hour, the total job time is reduced from 64.19 hours
to 23.78 hours, and total job cost from $10,721 to $3,971.73.
14. Going on to page 4, DRMS estimates 20 acres to be ripped, but we have no
more than 15 acres, worse case, to be ripped that is NOT in permanent roads: 6 acres
of plant site (8.28 minus 2.28 in permanent roads and buffer zones which were cleaned
up and regarded and done at the beginning of the project), 4 acres of previous pit area,
and 5 acres of freshly disturbed pit area. However, we do not plan to RIP the Mancos
shale floor of the pit (in fact, the objectors were concerned that we would do so!): there
is only the plant site which may need to be ripped: areas which are in process of being
mined MIGHT need to be ripped, so this would provide, at most, 11 acres. Using the
same reduction and accepting their correction factors (whether we agree or not), the
total cost is reduced from $5,160 to $2,838.00.
15. For revegetation, DBMS assumed 20 acres; again, I do not see where this
number came from. In any given year, we have up to 6.0 acres of disturbed plant area:
up to 5.03 acres of last year's mining at final grade but needing reseeding, and up to
5.03 acres of this year's mining and stripping, for a total of 16.06 acres.(Up to 5.03
acres was just reseeded from the previous year's stockpile/work area.) Usually, this
16.06 acres is further reduced by the permanent roads designated. Although this
number is still high, in my opinion, based on the planned sequence of mining and
reclamation, let us accept it for now. This reduces seeding from $12,951 to $10;400.
16. Mobilization (pages 7 and 8) seems to be reasonable.
17. Total for work is now $31,683.00, instead of the $84,470 estimated by the state:
in other words, LESS than my original direct work estimate of $34,161, though
calculated in a completely different way.
18. Using the DRMS standard overhead, with the reduction of the supervisor hours
to 100 (still higher than reasonable, in my opinion), this lowers the total bond amount to
$44,144, which is about $4,000 less than what we originally had.
Submitted by:
JdL---.dC:r2 010
N han arton, CE, PE, DEE, Comptroller,
WASTELINE, INC, (Project Engineer)
Attachments: as listed above.
5006.1-4 23 FEB 09, Page 3
