For a one-foot "slice" of highwall, to reduce the vertical wall to a 3:1 slope, <br />requires a total of 6.19 CY of material to be moved from the top of the highwall to the <br />toe, as shown in the picture. This is based on leaving at least 33 feet of space on which <br />only the topsoil has been stripped, behind the highwall, during mining. That material <br />has to be moved downslope (at a 33% negative gradient) for an average of 22 feet (the <br />distance between the centroids of the two triangle as shown). <br />I <br /> i <br /> <br /> I <br />9. So for 100 feet of highwall , 619 CY of material is pushed an average of 22 feet . <br />10. Therefore, during the first ten years, the total highwall to be reduced is at a <br />maximum at reclamation year 7, when 3,751 feet averaging 22 feet in height needs to <br />be reduced. This requires moving 25,215 BCY = 36,058 LCY 22 feet on average, as <br />compared to the DRMS estimate of 79,698 LCY 200 feet on average, or 793,276 cy-ft <br />versus 15,939,600 cy-ft. This will significantly increase the productivity of the D8R <br />dozer the state specified, from 491.9 TPH. Since I don't have the state database, I am <br />assuming a law number: 900 LCY per hour. Applying the same factors the state used <br />(whether I agree with them or not), this means that the "fleet production rate" is 445.4 <br />and not 243.42 With the total volume, this reduces the job time from 327.41 hours to <br />80.96 hours, or less than 1/4 and total job cost from $54,688 to $13,523. <br />12. Using exactly the same numbers as they did for the rest of the work, this reduces <br />the overall cost from $84,470 to $43,305.00; about half. <br />13. But continuing on, on page three, an estimate of 21,780 CCY of "general <br />grading" is used by DBMS. Again, I cannot find where those numbers come from. If we <br />change our assumption of 5 acres at any one time which require grading and contouring <br />(their "general grading" to 15 acres, and assume that it will take an average of 1 foot of <br />material (1.43 using their swell factor) for every square foot, I can come up with only <br />5006.1-4 23 FEB 09, Page 2
