7. Facilities Evaluation
Maps and drawings describing the facility layout are described in Exhibit C and/or included in
Appendix K - Maps and Figures. The Last Chance Mine site is at an old mine location. The
office, storage (C-Cans), and sanitary facilities, waste dump and ore stockpiles are ideally
located on a previously reclaimed flat area which will be the staging area for mining and drilling
activities.
Monitoring activities will include quarterly checking of the two groundwater monitoring wells
described in Exhibit G and Appendix E. Although the wells are currently dry, if groundwater
accumulates, it will be sampled and analyzed in accordance with standard protocols and bottle
sets provided by a licensed laboratory (see Appendix E). Similarly, should significant water
accumulate in the retention pond, it will be collected and analyzed.
For this surface mining operation, no hazardous materials or chemicals will be utilized and
therefore no Spill Prevention, Control, and Countermeasure (SPCC) plans are required.
8. Groundwater Information
Exhibit G provides detailed information about the very limited groundwater in the Last Chance
Mine permit area.
(a) Map C-7 in Exhibit C shows the location of all tributary water courses, wells, springs, stock
water ponds, and reservoirs within two miles of the proposed project site boundary. There
appear to be no irrigation ditches within two miles of the site boundary. The following table lists
all observed or mapped stock ponds in the area which are dry except following precipitation
events. Only those ponds north of the Last Chance Mine Permit area could be impacted by
surface runoff from the mine and Energy Fuels Mill site groundwater investigations have found
no shallow groundwater to be impacted. South of the permit area the mesa is much higher than
the mine and surface waters cannot be impacted.
Twp Rng Sec '/4'/4 Description Comments
46N 17W 4 SWSW stock pond & dam North and on Energy Fuels Mill site
46N 17W 6 NESW stock pond
46N 17W 17 SENW stock pond & dam North and on Energy Fuels Mill site
46N 17W 18 NESW spring 200 ft higher than Last Chance Mine
46N 17W 20 SWSW Last Chance Mesa
Reservoir 500 ft higher than Last Chance Mine
46N 18W 14 SWSE small pond Isolated by Wild Steer Canyon
46N 18W 24 NENE stock pond & dam see water rights table
46N 18W 24 SENE stock pond fed by well well not registered
(b) Map C-8 is a geologic map which shows the strata and aquifers within 2 miles of the site and
includes a stratigraphic column in the explanation.
