3. Other Agency Environmental Measures <br />Nuvemco holds these Colorado State and Montrose County permits: <br />• Storm Water Permit # COR-040241 from the Water Quality Control Division of the <br />Colorado Department of Public Health and Environment <br />• Road Access Permit # AP 283003 from Montrose County Engineering Department. <br />The surface is public land managed by the Bureau of Land Management, Uncompaghre Field <br />Office as they manage the adjacent unpatented claims. A summary of anticipated environmental <br />protection measures follow: <br />• Nuvemco will maintain portable sanitary facilities on the property near the office facility <br />and all drinking water will be brought in by individual employees or contractors. <br />• Socioeconomic impacts to the local communities will be positive but relatively minor <br />because of the small size of the operation and limited number of employees working at <br />the mine. <br />• 'As described in Exhibit D, Section 6, and detailed in Appendix H, air emissions will not <br />exceed allowable limits and an Air Pollution Emission Notice will not be required. <br />• A 404 Dredge and Fill permit will not be required from the Army Corp of Engineers <br />because no drainages or wetlands will be impacted by surface disturbing activities. <br />4. Other Permits and Licenses <br />No other permits or licenses for air, water quality, solid and hazardous waste or to handle <br />chemicals or acid mine drainage-forming materials are required for this Environmental <br />Protections Plan. <br />5. Designated Chemical Evaluation <br />There will be no designated chemicals used on the Last Chance Mine Permit. If dust mitigation <br />becomes a problem due to increased traffic or drier than usual weather conditions, magnesium <br />chloride or a similar non-hazardous chemical may be used to treat haul roads within the mine and <br />waste pile area, or on county roads with approval. The chemical will be added in a dilute <br />solution to surfaces to bind with road and waste material minimizing fugitive dust generated by <br />mine haulage activities. These chemicals, if used at all, will be brought in for a one time <br />application by a contractor and not stored on site. <br />Diesel fuel, oil, gas and antifreeze will be used in the mine equipment <br />6. Designated Chemical and Material Handling <br />As much practically and commercially minable uranium ore at the Last Chance Mine area will <br />be mined and shipped in accordance with all Best Management Practices to an offsite mill for <br />processing. Exploration drilling will be conducted in accordance with all Best Management <br />Practices including dust control and mitigation during drilling, replacing cuttings in the <br />boreholes, plugging and abandoning holes in accordance with regulations as described in Exhibit <br />D. <br />Last Chance Mine - April 2009 T-2
