Marr Mine and Loadout April 15, 2009 <br />2008 Reclamation Report <br />Management (BLM) and the Office of Surface Mining (OSM) concurred with the DRMS' <br />approval decision. <br />Prior to the approved Release, the Division held a performance bond in the amount of <br />$700,270.00 for the mine area and the Loadout site. With approval of SL-04, the Division <br />released $680,651.00 from the above amount, reducing the performance bond to $19,619.00. <br />The remaining amount of the bond is more than adequate to perform reclamation tasks at the <br />Loadout site and the 8 remaining acres at the mine area if it should become necessary. <br />2.0 MINING AND TOPSOIL REMOVAL <br />Active mining operations at the Marr Mine ceased in January 1993 and no mining or significant <br />topsoil removal activities have occurred subsequent to that date. <br />3.0 BACKFILLING AND REGRADING <br />No backfilling or re-grading was conducted in any new areas at the Marr Mine or Loadout during <br />2008. However, Ponds C and G were backfilled, embankments and spillways removed, <br />regraded, re-seeded, mulched and crimped in 2006. The estimated reclaimed area of the <br />ponds and related ditches is 7.9 acres. <br />4.0 OVERBURDEN STOCKPILES <br />No overburden stockpiles remain at the Marr Mine. The primary overburden stockpile at the <br />Marr Mine was removed and the associated disturbance area reclaimed in 1993-94 in <br />conjunction with reclamation of the 720 Pit. <br />3.0 ROADS <br />In the mine area, the width of both the main entrance road to the facilities area and the access <br />road across Bush Draw north of County Road 12E were reduced in 1995. The remaining road <br />segments are classified as permanent light-use roads for post-reclamation access. Two <br />additional rock dams were installed in the main road-ditch directly west of the shop facilities <br />area. <br />In 2005 Kerr requested that the temporary light use road status be changed to permanent for <br />the Pond G access road and 900 feet of the mine entrance road where it merges from the <br />intersection at CR12E with the mine entrance road. The request was in response to the BLM's <br />ability to retain access to their adjacent surface properties. Permanence was granted by DRMS <br />during 2007. <br />4.0 TOPSOILING AND REVEGETATION <br />Ponds C and G, their associated soil stock piles and ditches were reclaimed in September 2006 <br />(7.9 acres). The seed mixture was consistent with the approved permanent seed mix and was <br />drill-seeded at the prescribed rate. Following seeding, the areas were mulched with certified <br />weed free hay which was then crimped into the soil. <br />Top soiling and mulched seeding was conducted in 1999 on approximately 8 acres within the <br />Mine Area including the designated disposal area on the southeast edge of the shop/warehouse <br />facilities pad and the former powder magazine area, soil stockpile area, and associated road.
