DRMS found the application to be complete on October 30, 2008. In response DRMS <br />initiated a review process that included notifying the public, all interested parties, and all interested <br />government agencies, including the BLM. A bond release inspection was conducted on December 3, <br />2008 by DRMS, BLM, and OSM. <br />DRMS then drafted a `Proposed Decision and Findings of Compliance for the Munger Canyon Mine, <br />Permit No. C-81-020' dated February 23, 2009 documenting the inspection findings and proposed <br />decision. The proposed decision is to release the applicant from liability for backfilling, grading, and <br />drainage reestablishment on 17.2 acres and release $145,860.00 of the remaining $269,094.00 <br />performance bond. In reviewing this document it appears 17.2 acres have been reclaimed in accordance <br />with the approved reclamation plan, and the 1.3 acres excluded from release will be eligible for Phase I <br />bond release after culverts are removed and low-water crossings/dry fords are properly installed along <br />the former haul road on BLM administered surface. <br />It is recommended that the partial bond release request be approved.
