TWENTYMILE COAL COMPANY - FOIDEL CREEK MINE <br />TR09-66,18-LEFT VENTILATION SHAFT INSTALLATION <br />TECHNICAL ADEQUACY RESPONSES - 04/08/09 <br />1) TCC's RCE: Proposed page 2.05-45.5g indicates that TCC will re-use the Mine fan, fan shroud and <br />silencer currently in place at the EMD vent shaft for the WMD ventilation facilities. Therefore, <br />additional demolition costs will not be calculated for those items that have previously been included in <br />the reclamation cost estimate (RCE). However, it appears additional facilities will be constructed at <br />the WMD that will not be broughtfrom the EMD location. <br />a) Please include additional costs for demolition of an equipment building, fan heaters, hoist, <br />hoist building, skid mounted compressor and Nitrogen generator, transformer, propane <br />tank and concrete tank saddles, and an 8ft. diameter culvert at the MAC borehole <br />(proposed page 2.05-45.5g and 2.05-45.7) <br />b) Please include costs for reclamation of the sediment pond. <br />Response: The bond reclamation cost estimate was reviewed and revised, as appropriate, to reflect <br />removal or demolition of the additional identified facilities. A copy of the revised estimate <br />accompanies these responses. <br />2) Table 49A had topsoil stockpile volume change approved with MR236 Please resubmit a revised <br />Table 49A that incorporates the approved changes from MR236 as well as the changes proposed with <br />TR66. <br />Response: Table 49A has been reviewed and revised to incorporate all recent revisions. A copy of <br />the revised table accompanies these responses. <br />3) Exhibit 6R "18-Left Mine Ventilation Shaft Installation Cultural Resource Investigations " section <br />VI. Item no. 27 references the 'pipeline " and staging area. TR66 addresses the location and <br />installation of the 18-Left ventilation shaft & hoist. No reference is made any where else in the <br />application regarding a pipeline. Please clarify which pipeline is referenced. If a cultural survey was <br />conducted in anticipation of future pipeline in the area, please state this so it is clear which pipeline is <br />referenced. <br />Response: The "pipeline" referenced in the report of cultural resource investigations, would <br />potentially be installed in conjunction with installation of a mine dewatering pump, at some time in the <br />future. Recognizing the potential future need for the pipeline, TCC had the cultural resource <br />consultant survey a projected pipeline corridor. The pipeline is not part of the current revision <br />application, and if needed, would be permitted separately in the future. <br />4) Proposed page. 2.04-81.2 provides a discussion regarding historic lek mapping. This mapping <br />identifies one Columbian Sharp-tail Grouse lek within 1200 ft. of proposed disturbance and one Sage <br />Grouse lek within 3200 ft. of disturbance. The text states that TCC will consult with Colorado <br />Division of Wildlife (CDOW) to determine if leks are actively utilized and develop a mitigation plan <br />with CDOW if they are. Please provide information regarding the communication and/or concurrence <br />from CDOW.
