Using a Blaney-Criddle analysis the potential crop consumptive use for the 85 acres was <br />determined to be 142 acre-feet. Assuming a 10% ditch loss and 55% farm efficiency the dry year <br />consumptive use was determined to be 99.3 acre-feet. The applicant will utilize all 240 shares in <br />this plan. <br />Before:any credit can be taken for the Boyd & Freeman Ditch, accurate measuring and recording <br />devices must be installed and those devices must be approved by George Varra, the District 3 <br />Water Commissioner. You indicated that an augmentation station will be installed by April 2009. If <br />the Boyd & Freeman augmentation station will not be installed Aggregate will request more water <br />from the City of Greeley and the Boyd and Freeman shares will not be used for replacement <br />purposes during this plan period. <br />City of Greeley Lease <br />The Applicant has leased 17.87 acre-feet of fully consumable replacement water from the City of <br />Greeley. As mentioned above, if the Boyd & Freeman augmentation station will not be installed <br />Aggregate will request more water from the City of Greeley. <br />Additionally, pursuant to the mining lease Agreement between Aggregate and the City of Greeley <br />for the East 8th Street Pit, the City of Greeley will provide augmentation water for this pit. In 2009 <br />the replacement obligation for this pit totals 8.3 acre-feet and you are requesting a block release in <br />October. <br />St. Vrain River <br />Replacement Sources Projected <br />2009 Yields <br />acre-feet Comments <br />Coffin & Davis Ditch 328.5 100% ownership <br />Smith ;& Emmons Ditch 91.65 1.5 shares total <br />Leggett Reservoir. 33.00 16.5 shares total <br />City of Longmont Lease 0.0 Annual lease if necessary <br />Coffin & Davis Ditch <br />The Coffin & Davis Ditch is currently owned by the City of Longmont (21.55%), Don Sherwood <br />(47.55%) and Aggregate (30.99%). Pursuant to a 1999 mining lease agreement with the City of <br />Longmont, Aggregate has the right to use their 21.55 percent of Coffin & Davis. Pursuant to a <br />1993 mining lease with Don Sherwood, Aggregate has the right to use 47.55 percent of the Coffin <br />& Davis Ditch. Mining has permanently removed the historically irrigated area from irrigation. <br />Assuming a 10% ditch loss and 55% farm efficiency the dry year consumptive use was determined <br />to be 328.5 acre-feet. <br />Smith & Emmons Ditch <br />Aggregate owns 1.5 of 8 total outstanding shares in the Smith & Emmons Ditch Company. The 1.5 <br />Smith & Emmons Ditch shares were historically used to irrigate 68 acres of pasture grass. Using a <br />Blaney-Criddle analysis the potential crop consumptive use for the 68 acres was determined to be <br />108.7 acre-feet. Assuming a 10% ditch loss and 55% farm efficiency the dry year consumptive use <br />was determined to be 91.65 acre-feet. <br />The applicant may only utilize the 1.5 shares of Smith & Emmons Ditch at such time as all required <br />measurement and bypass structures have been installed and approved by the water commissioner.
