In response to Corrective Action 2): <br />1. Enclosed please find the Technical Revision detailing the monitoring plan of the slide area to <br />include overhanging limestone, tension cracks and areas immediately north and south of the slide. <br />2. Included in the TR is the methodology, reporting requirements and the proposed implementation <br />dates. <br />In response to Corrective Action 3): <br />I. CTL Thompson has not concluded their investigation into cause of the landslide located at the <br />Pikeview Quarry. This investigation will be concluded by April 15, 2009 and Castle Concrete <br />would request two weeks to review, prepare and submit the Temporary Revision. <br />With regard to the requested postponement of the Public Hearing before the Mine Land Reclamation <br />Board, CTL Thompson has been retained to investigate the Pikeview Quarry landslide. CTL was chosen <br />primarily due to two factors; their familiarity with the Pikeview Quarry and their reputation for the quality <br />of their work. <br />William Hoffman PE, worked on the last slide that occurred at the quarry and has more hands on <br />geotechnical experience with the quarry than anyone. Thomas Terry PE, PG, will be the lead investigator <br />as to cause of the landslide and remediation. <br />One of the first items Tom requested was a complete laser scan of the face of the quarry to aid in the <br />computer modeling of the slope failure. Nolte Engineering performed the scan over a seven day period <br />with an additional 4 days of computer work at the Colorado Springs office. The cost for this service alone <br />is in excess of $23,000. Please see Document 4. <br />CTL Thompson's scope of work is provided on Document 5. The cost associated with this work is <br />estimated at between $30,000-36,000. This report will not be completed until April 15, 2009. <br />Our request to delay the public hearing before the board until the May meeting is to allow Castle Concrete <br />to have the completed document available to them for the board meeting. I mention the dollar amounts in <br />the above paragraphs only to emphasize the significance of the investigation by our company. I <br />understand DRMS hired the Colorado Geological Survey at a cost of $5000 and I know this was <br />significant to the Division. Castle Concrete is not trying to delay the process, but rather is attempting to <br />obtain the most accurate information. <br />Sincerely, <br />M. L.
