Monitoring Wells - No problems were found with King I's downstream alluvial monitoring well (the
Wiltze well) and King II's downstream alluvial monitoring well (in the middle of Hay Gulch).
Processing Waste
The face of the waste pile at King I showed no evidence of structural instability. Several piles of
material on top of the pile are ready for grading into a lift, but there was no equipment or activity on
the pile during the inspection. The top of the pile was dry. The operator's 4ffi quarter 2008 refuse pile
inspection report by engineering consultant Don May explained that recently graded material did not
appear to have been placed in small lifts or was compacted. The operator's surface facilities manager,
Jim Jarvis, explained during the current inspection that a larger dozer is being sought for reworking
previously graded material to the specifications of the approved design.
Support Facilities
King I—The grizzly was sorting coal. Customers were hauling coal away in pick-up trucks. Fuel
tanks in the surface facilities area showed no signs of leaks or spills, and have adequate spill barriers in
place.
King II—Earthwork for the surface facilities area of this new mine began in March 2007. Most of the
surface earthwork(roads, ditches, etc.)has been completed. Structures in the
office/bathhouse/warehouse area remain under construction, although there was no construction
activity occurring during the inspection. Four portals have been developed. Several loads of coal were
hauled away in tractor-trailer rigs during the inspection. The truck scale area appeared to be in full
operation. Coaly waste at the two locations should be properly disposed of. approximately three
cubic yards at southern edge of topsoil stockpile on east(Cochrane Canyon) side of the site(see photo
below), and several cubic yards at southwest corner of the pond next to the concrete washout.
General Mine Plan Compliance
The operator appeared to be in compliance with the mine plan.
4
