Z7- 6,r <br />/REVISED EXHIBIT-L RECLAMATION COSTS - j/I C' <br /> <br />Due to current economic conditions the Applicant requests a bond calculated on the basis <br />of Rule 4.2.1 (4) which states in part that: "In any single year during the life of the <br />permit, the amount of required Financial Warranties shall not exceed the estimated <br />cost of fully reclaiming all lands affected in said year, plus all lands affected in <br />previous permit years and not yet full reclaimed." In order to minimize reclamation <br />costs and the related Financial Warranty for Morton Lakes the Applicant proposes the <br />following limited impact development schedule... <br />Slurry wall installation <br />Prior to the start of mining in Stages 2 through 5 the Applicant will install a slurry wall <br />around the perimeter of each mining stage (2-5). The four individual slurry walls will be <br />installed concurrently. After all four slurry walls have been installed and prior to mining <br />the Applicant will begin compliance monitoring in order to demonstrate to the State <br />Engineers Office (SEO) that each stage has been lined to the SEO's standards. Mining in <br />any of the four Stages will not begin until the Applicant has received written <br />confirmation from the SEO that each stage meets the SEO's standards for lined pits. (See <br />attached letter dated March 27, 2007 from the SEO) <br />Limit Affected Areas <br />Pre-mining site development will be limited to striping topsoil, excavation of overburden <br />and mining Stage 1 and the development of the processing plant site (approximately <br />20acres) as shown on the Mine Plan (sheet 6 of 7) and slurry wall installation for stages <br />2-5. <br />1
