Based on current economic considerations, agricultural land use related to the <br />alluvial valley floor in the study area is not feasible. Analyses of soils, <br />groundwater, and surface water as set forth in preceding sections of this <br />application indicate poor chemical and physical properties for agricultural usage. <br />For detailed information concerning hydrology and soils, refer to Tab Sections 7 <br />and 9, respectively. <br />Areas indicating subirrigation within the reconnaissance study area are depicted <br />in Exhibit 33. These areas were determined from the U.S.G.S. Cameo <br />Quadrangle map and from actual field investigation. Areas near the Unit Train <br />Load-out Facility that indicate subirrigation are discussed on Page 1 of Appendix <br />21-2. The areas of subirrigation for the Cottonwood-Rapid Creeks area are <br />discussed on Page 12 of Appendix 21-3 and Page 5 of Appendix 21-4. <br />Eligibility for Exemption <br />Permit approval to conduct coal mining operations within Federal Coal Lease C- <br />• 078049 was received on December t 5, 1976. A copy of the letter granting this <br />approval is provided in Figure 21-1. <br />A copy of the "License to Operate Coal Mine" from the Colorado Division of <br />Mines, dated December 21, 1976, is provided in Figure 2-2.
