Colowyo TR-76 <br />South Taylor Haul Road <br />Adequacy Review - MLT <br />23-Mar-2009 <br />Page 2 of 2 <br />3. Rule 4.03.1(3)(e)(xi) requires that topsoil be removed from the design roadbed <br />and shoulders, and shall be stored in accordance with 4.06.3. Please provide an <br />estimate of the quantity of topsoil to be removed for the construction of the <br />South Taylor Haul Road, and designate its storage location(s). <br />4. Construction Note 5 on Map 25C indicates that the South Taylor Haul Road will <br />be surfaced with rock or crushed gravel, but layer thicknesses are not represented <br />on the typical section. Please provide the Division with an estimate of the layer <br />thicknesses of surfacing materials to be used. <br />5. Section 4.03.1(4) requires each haul road to be designed, constructed, and <br />maintained to have adequate drainage. Construction Note 12 on Map 25C does <br />state that a ditch shall be installed at the toe of all cut slopes; however, no <br />dimensions or design calculations have been provided. Because the entire <br />disturbance will drain into the pit, the sediment carried by the ditch is not of <br />primary concern. However, the ditch along the western side of the proposed haul <br />road is both steep (ranging from 8 to 10 percent over much of its length) and long <br />(4,500 feet). This ditch should be adequately engineered to successfully carry the <br />design flow, without resulting in erosion and potential damage to the roadway and <br />the cut slope above. Please provide engineered design details for the ditch. <br />Additional Items <br />6. The third paragraph of Page 4.03-1 has been modified to incorporate South Taylor <br />Haul Road information. However, the remainder of the page continues to refer to <br />"both" Haul Roads (presumably A and B). Please modify the remainder of Page <br />4.03-1 to ensure clarity and consistency with the fact that there will now be <br />three permitted haul roads. <br />7. The last sentence of the third paragraph on Page 4.03-1 refers to Permit Volume <br />Fourteen, but the "Change Sheet" which accompanied the application indicates <br />that it is pages in Volume 12 that have been modified. Please check to see that <br />the correct Volume is being referenced, and revise if necessary. <br />8. The fourth paragraph on page 4.03-1 states that the "haul roads" have been paved <br />with asphalt... According to the Construction Notes on Map 25C, the South <br />Taylor Haul Road will be surfaced with rock or crushed gravel. Please revise the <br />text on page 4.03-1 to clarify the type of surfacing for each of the three haul <br />roads. <br />This concludes my adequacy comments for TR-76 - South Taylor Haul Road.
