Cattany Division Director Natural Resource Trustee At your request, I have reviewed the application for TR-76, submitted by Rio Tinto for the Colowyo Mine, with respect to the requirements of Section 4.03.1 - Haul Roads. The "Change Sheet" accompanying the application lists the following items that were included with TR-76: • Volume 1 Rule 4.03-1 through 4.03-3 (3 pp) Updated Text • Volume 8 Map 23 (updated) and Map 25C (new) • Volume 12 Rule 4, Pages 2 thru 5 . Updated Text Rule 4.03.1(1) - General Requirements 1. Section 4.03.1(1)(f) requires that all haul roads be removed and the affected land reclaimed in accordance with the requirements of 4.03.1(7). The TR-76 application does not address proposed reclamation of the South Taylor Haul Road. Please provide the Division with reclamation details for the proposed Haul Road. Rule 4.03.1(3) - Design and Construction 2. Construction Note 13 on Map 25C states that, "Temporary erosion control measures shall be implemented during construction to minimize sedimentation and erosion until permanent control measures can be established." Please describe the temporary and permanent erosion control measures that will be implemented during construction, in accordance with Rule 4.03.1(3)(d)(ii).
